Tobacco store targeted twice

A Belington man is being held in the Tygart Valley Regional Jail after being arrested for allegedly shoplifting from the same Elkins store two times in one day.

Kyle Brent Hoyman, 23, was charged Monday with shoplifting, third offense. He was being held in the TVRJ on $10,000 cash or surety bond at press time.

According to the criminal complaint in Randolph County Magistrate Court, Patrolman G.L. Brown of the Elkins Police Department was dispatched to Smoker Friendly at 317 Randolph Ave. in Elkins on Aug. 23 regarding a shoplifting incident that had occurred the prior night.

Teresa Blankenship, the manager of the store, provided a statement saying she came to work that morning and noticed that some of the electronic cigarettes were missing. This led her to view the security camera footage which reportedly showed Hoyman, who was accompanied by two other men, stealing several items, according to her statement.

At that time all subjects had left the store, but Hoyman reportedly returned some time later and allegedly proceeded to steal more items, including “a top filter tip pack, a Kahlua with milk four-pack, seven Garcia Vega cigars, a Voodoo E Hooka, two Blu disposable classics, a Blu starter kit, (an) E-cig EZ Vanilla disposable (and a) Cig 20 disposable, equaling the amount of $115.05,” according to the police report.

Hoyman allegedly returned a third time to the Smoker Friendly location on Aug. 23, the report states. Officers did charge him then “because his criminal history did not have a disposition on two prior shoplifting charges,” Brown wrote in the report. However, on further investigation officers found that Hoyman had “a first and second conviction with Randolph County and a third charge in progress with Barbour County,” according to the report.
