Woman charged with stealing, using debit card
ELKINS — A Grant County woman is behind bars after allegedly stealing a woman’s wallet and using her debit card.
Cary Janel Blackburn, 24, of Cabins, is charged with one felony count of fraudulent use of an access device. She is at Tygart Valley Regional Jail on a $10,000 cash or surety bond, set by Randolph County Magistrate George M. “Mike” Riggleman.
According to a criminal complaint filed in Randolph County Magistrate Court, on Nov. 26, Cpl. G.L. Brown, of the Elkins Police Department, met with a woman at her Central Street apartment, in Elkins, who said her car had been broken into sometime during the previous night.
The woman provided a written statement saying items missing from her vehicle included her black and gray wristlet wallet that looks like an owl, $4, her driver’s license, debit cards and social security cards.
The alleged victim said her debit card was used in the amount of $2.53 at Go-Mart in Elkins at approximately 9 a.m., causing her to cancel the card, the complaint states.
Brown traveled to Go-Mart and watched surveillance footage and saw Blackburn use the card to make the purchase, police said.
While at the store, Brown was told the alleged victim of a vehicle breaking and entering which was being handled by Senior Patrolman B.D. Tice, also of the Elkins Police Department, had said their debit card was just used at Shop ‘n Save in Elkins, the complaint states.
Tice had then made contact with Blackburn in front of Parrack Insurance, located along Harrison Avenue. Blackburn was found to be in possession of the alleged victim’s wristlet wallet with all of the documentation inside, according to the complaint. Blackburn also had papers with bank card numbers written on them as well as a social security number that was not hers.
Blackburn was taken into custody at that time and said a male individual who had been with her earlier was the one who broke into the vehicles, police said. She told police he asked her if she could stick the items in her purse.
Brown noted in his report he is attempting to gather surveillance footage from a nearby Central Street residence to determine who broke into the vehicle, according to the complaint.
If convicted, Blackburn could be sentenced to not more than 10 years in the state penitentiary, fined not more than $10,000, or both.
