Mill Creek woman faces multiple charges

ELKINS — A Randolph County woman is facing numerous felony charges after allegedly being found in possession of a large amount of drugs.

Lisa Marie Lloyd, 37, of Mill Creek, is charged with two felony counts of possession of a controlled substance with intent to deliver and two felony counts of third-offense shoplifting. She is incarcerated at Tygart Valley Regional Jail on a $150,000 cash-only bond, set by Randolph County Magistrate Rob Elbon.

According to a criminal complaint filed in Randolph County Magistrate Court, at approximately 3:15 p.m. on Dec. 4, Trooper First Class J.J. Cornelius, of the West Virginia State Police, responded to a shoplifting complaint at the Elkins Walmart.

Once on scene, Cornelius met with an asset protection employee who told him Lloyd attempted to remove several items from the store without paying for them.

Roughly 20 minutes later, Cornelius ran a criminal history check on Lloyd, which showed prior shoplifting convictions on May 21, 2015, and Dec. 17, 2015.

At approximately 4 p.m., Lloyd returned to the store and was served with a no trespass notice, according to the complaint. Cornelius questioned Lloyd about the alleged incident but she declined to respond.

At approximately 1:50 p.m. the following day, Cornelius received a typewritten statement along with surveillance footage, and an amount of items taken and recovered during the alleged incident.

In the typewritten statement, the Wal-Mart employee said Lloyd was in the store with a backpack that was not paid for and a shopping cart full of merchandise. He added Lloyd had previously been caught shoplifting, the complaint states.

At that time, several employees began to watch Lloyd as she concealed multiple items in the backpack. Lloyd attempted to exit the store; however, a door greeter asked for her receipt and she returned into the store.

The employee said Lloyd “circled the aisles” before exiting the grocery side of the store without paying for the items.

The Wal-Mart employee escorted Lloyd to the asset protection office, where she denied stealing the items. She then exited the office and fled the store, according to the complaint.

Wal-Mart employees reported the alleged incident to Randolph County 911. The backpack and $260.19 of unpaid merchandise was recovered.

Cornelius viewed surveillance footage and observed Lloyd enter the store, select several items and enter the asset protection office with a Walmart employee.

Lloyd could be seen leaving a backpack on a bench in the office before fleeing the store.

At approximately 11:56 a.m. on Dec. 12, Cornelius received an additional statement, as well as surveillance footage and a list of items taken in a separate and unrelated alleged shoplifting incident involving Lloyd.

In the statement, a Wal-Mart employee said he was told Lloyd had a backpack that was not paid for “loaded with merchandise” that she left the store with, according to the complaint.

After viewing surveillance footage, it was determined that Lloyd concealed the merchandise and exited the store with an unknown male. The approximate value of the items stolen was $317.02.

Cornelius viewed the footage and observed Lloyd enter the store without a backpack.

She then selected several items and exited the store.

Cornelius observed Lloyd push a cart into the clothing section then exit the clothing section without the cart and a backpack that appeared full. She appeared to have items draped across her arm.

Lloyd then exits the store with the merchandise without paying, according to the complaint.

In a separate criminal complaint filed in Randolph County Magistrate Court, at approximately 8 p.m. on Monday, Senior Trooper D. T. Stallings, also of the WVSP, observed a female carrying a pink backpack sitting on the curb of the Mill Creek Library parking lot.

Stallings identified the female as Lloyd from previous interactions and was aware of outstanding arrest warrants for her on shoplifting allegations.

Stallings requested the female identify herself and was given the name “Angela Lindsay.” Stallings advised the female she matched the description of Lloyd, which she “adamantly denied,” the complaint states.

Stallings then confirmed the female to be Lloyd with a photograph.

At approximately 8:14 p.m., Stallings placed Lloyd into custody. When asked if she had any weapons, Lloyd said there was a loaded hand gun concealed in her handbag.

While searching the bag for the weapon, Stallings located 720 white rectangular tablets marked “G 372 2,” consistent with Alprazolam 2 mg, 100 green rectangular tablets marked “S 90 3,” consistent with Alprazolam 2 mg, 67.5 yellow oval tablets marked “V 36 01,” consistent with Acetaminophen and Hydrocodone 325 mg/10 mg, one loaded .38-caliber Charter Arms revolver and one smoking device commonly used for smoking marijuana, the complaint states.

Stallings requested a criminal history check through Elkins Communications and was advised Lloyd had one previous felony conviction for forgery on May 26, 2004, and one previous felony conviction for uttering on the same date, according to the complaint.
