Community Celebrates Literacy

The City of Elkins and local community members celebrate literacy in Randolph County with a proclamation declaring Sept. 8 as Literacy Day, and marking September as literacy awareness month. The Literacy Volunteers of Randolph County group offers free one-on-one confidential tutoring to adult learners.
