Howard Parker Webley

Howard Parker Webley, 86, a resident of Elkins, departed this life Monday morning, Dec. 5, 2016, at his home.

He was born Thursday, May 15, 1930, at Elkins, a son of the late Parkerson Blaine and Olive Virginia Lee Webley.

On July 24, 1948, at Oakland, Md., he was married to the former Betty Jean Arbogast, who preceded him in death Jan. 4, 2011.

Surviving are two sons, Edgar Howard Webley and wife, Kim, of North Carolina, and Jeffrey James “Jimmy” Webley and wife, Roxanne, of Bemis; two daughters, Olive Virginia Ricketts and husband, Carson, of Grafton and Audrey Dianne Paxton and husband, Roger, of North Carolina; two brothers, Jack Webley of Ohio, and Merle Webley of Elkins; two sisters, Louella Creel of Virginia, and Martha Jane Bowers of Elkins; and seven grandchildren, 11 great-grandchildren and one great-great-grandchild.

Preceding him in death was one brother, Tom Webley.

He attended the Canfield School on Lower Cheat and Elkins High School. He was a veteran of the United States Navy, serving during the Korean Conflict and was awarded the Purple Heart. He was a former employee of Bowden National Fish Hatchery from 1961 to 1986, when he retired. He was a member of Elkins Lodge 108 A.F. & A.M., tH.W. Daniels Post 29 American Legion, was a life member of Tygart Valley Post 3647 Veterans of Foreign Wars, was a member of the 201st Field Artillery of the West virginia Army National Guard for a total of 27 1/2 years, and was also a life member of the National Rifle Association. Mr. Webley was the scout master for Boy Scout Troop 88, for 13 years at which time a total of seven scouts earned the rank of Eagle Scout, the highest award given, and he received the Hornaday Award. He became an active member of Wayside United Methodist Church at Poe Run, was an avid hunter and taught the hunter safety class for several years. Mr. Webley enjoyed raising a good garden, being a former farmer. He also was a great craftsman. He was always there to help all his neighbors and friends anytime day or night.

Mr. Webley’s request for cremation was honored. A graveside service will be held at a later date.
