Man oh Man what a question! When you go for the money, "Parents", you will get results or their attention! How do you think they got to where they are? Parents don't give a crapola or needs to be smacked between the eyes with a warrent, fine or jail time! Simple as that! Go for the jugilar! How does the fox get into the henhouse, he goes for the little chicks and then gets the real dinner (Momma and Papa)! BOE should then expell the student for the rest of the year (no questions ask)! If we got caught chewing gum in class, school or etc., we were kicked out! Period! No Questions! I passed gas and got kicked out and was an accident! I made sure I never did it again! Uh, let's see, what can they do? How about making them leave their cell phones at home? No cell phone, no texting. Problem solved. This is a no-brainer and I am surprised this question had to be asked. Schools have the right to ban cell phones in school, and if they keep bringing them, take them from them. If that doesn't work, boot them out of school until the parents make the students comply with the ban.
They use them for cheating on test, warning other students about teachers heading their way, selling drugs and a variety of other activities. Make them leave them at home, and the problem is solved. The BOE's need to grow a backbone and do what's necessary.
