Water Distribution Work Could Begin This Year if City Finds Financing

Water distribution upgrades could begin as early as this year if funding for the approximate $26 million water treatment plant and upgrades falls into place. Construction along city streets will affect every ward.

“We are expecting the distribution work to start this year depending on financing.” Elkins City Council Water Committee Chairman Duke Talbott, 4th Ward, said. “We are in the process of putting together applications for different funding services to consider.”

Champman Technical Group Engineer Kenon Chambers is in charge of the water distribution portion of the project.

“The distribution work is going to be the biggest disturbance to the community,” Chambers said. “It is up to the contractors to schedule the work on streets. Construction may begin this year, but it depends on funding sources.”

Chambers said the distribution work will take about one year once all the contracts are released and much of the work will take place simultaneously.

Talbott said the upgrades in the distribution system will focus on the 25 percent of the worst lines which may or may not be related to age.

“We do not know the exact age of the lines, but some of them are over 100 years old,” Talbott said. “If old lines are working, they are not going to be replaced.

Once the project is complete, most of the old 4-inch cooper lines will be removed.

“It is really going to improve water quality in a lot of areas,” Chambers said. “Existing utilities are going to dictate where the new water lines will be.”

According to Chambers, there will be no manholes left open over night and at times people may have to park in different places or deal with some delays as the project goes forward. All the streets that are affected will be repaved, some full width and others only partially depending on how much of the street is disrupted.

Chambers said engineers have worked closely with the Elkins Fire Department for locations of new fire hydrants to improve fire protection. There will be 104 hydrants purchased and put into the system. Some hydrants have been painted black to show that they are not in use and will be replaced.
