The Upshur County Board of Education on Tuesday named Scott Lampinen as successor to current Superintendent Dr. Charles Chandler, who is set to retire June 30.

Lampinen has been with Upshur County schools for 30 years, serving the past 27 as an administrator. He served as an elementary principal for 17 years, followed by three years each at Buckhannon-Upshur Middle School and Buckhannon-Upshur High School, also as principal. Lampinen has served as county special education director for the last five years.

“It’s an honor for me to accept this position,” Lampinen said. “I will do my best to live up to the trust you put in me.”

Board member Pat Long said, “It was a hard decision. We had some good candidates.”

Lampinen will officially become superintendent on July 1.

In other school business, Mike Oldaker presented the board with a proposal to improve the school libraries throughout the county.

Oldaker said he has been working with libraries since 1988 and would like to have the opportunity to help bring those in Upshur County up to par.

“Most libraries are in back rooms in some schools,” Oldaker said. “They are not true libraries.

Oldaker said the work could be accomplished with one of his employees and some volunteer help.

“When would you be available to start the project?” asked Lance Koury, board president.

“I would like to start this summer,” Oldaker said.

Chandler said he had talked with Oldaker about the project earlier.

“This is an exciting way of looking at the project,” Chandler said.

The pilot project would cost around $26,000 for the year. The board decided to have the issue placed on the May 20 agenda.

In other business, the board:

— Approved a change order for the Buckhannon Elementary project increasing the total by $1,427.15. This was to add pull stations in three rooms requested by the fire marshal.

— Approved a funding request from the Upshur County Public Library for $9,000.

— Approved an increase in the amount charged for meals at the schools. Breakfast for students will increase 10 cents to 90 cents and for adults to $2.40. The lunch meal for elementary students will increase from $1.15 to $1.25, secondary students from $1.30 to $1.40 and adults from $3.25 to $3.50. The extra milk price will increase from 25 cents to 35 cents.

— Approved the proposed budget, which now must be submitted to the state by May 2.

— Approved up to $1,500 for graduation at Buckhannon-Upshur High School.
