Elkins councilman files to run against mayor

Several candidates filed for the the 2013 Elkins municipal election through the first week of the filing period, including Mayor Duke Talbott, who has filed for his third term and will face a challenge from current Third Ward Councilman Mark Scott.

Scott, if victorious in his bid for mayor, would have to resign his council seat. Council would then have to appoint a Third Ward resident to fill the remainder of his council term, that is set to expire in 2015.

Incumbent Councilman Charles Kinnision, First Ward, has filed to retain his seat and no challengers have yet filed against him. Kinnison was appointed to council in November 2011 to replace former Councilman Rob Beckwith, who resigned his seat.

Resident Mitch Marstiller has filed to challenge Councilman Tom Hensil, Second Ward, for his seat. Hensil has also filed for re-election with Elkins City Clerk Sutton Stokes.

Incumbent council members Carman Metheny, Third Ward, Jim Bibey, Fifth Ward, and Joe Sabatino, Fifth Ward, have all filed to retain their seats.

Two seats are available in Fifth Ward because Sabatino was appointed to the seat after former Councilman Danny Satterfield resigned. Sabatino has filed to fill the unexpired term that would have been up for election in 2015. Bibey will be running for a full four-year term.

In Fourth Ward, Councilwoman Nanci Bross Fregonara has yet to announce her candidacy to retain her seat. No other resident has filed to represent Fourth Ward in the upcoming election.

The municipal election is slated for March 5. The filing period will continue until midnight on Nov. 23. Certificates of announcement may be filed at City Hall during normal business hours. Filing may also be made by mail, but must be postmarked by midnight of the last day of the filing. The certificates must be accompanied by the proper filing fee. The fee for mayoral candidates is $50 and the fee for council candidates is $25.
