The future Lady Senator said the proximity of D&E made it the right choice.
"I wanted to stay close to home, so my family and friends had a chance to come watch me play," Howell said. "I think D&E is an up-and-coming program and on the rise."
Howell was a special honorable mention selection last season and was also a first-team All-Potomac Valley Conference member.
"I think Shanda is a great team leader," Tygarts Valley coach Mike DiPasquale said. "I'm very excited for Shanda going to Davis & Elkins. It will be a good fit for her. It will be fun to go watch her play since she is going to be close."
Howell plans to major in biology while at D&E.
"I really enjoyed the campus visit," Howell said. "I really liked the coaching staff and the basketball program."
"Shanda is a great student athlete," Asbell added. "I think she will have four good years at Davis & Elkins College."
Howell is the daughter of Roslyn and Kevin Howell of Valley Bend.
