Randolph County is pleased to report that 14 of the 15 schools are eligible for participation in the Community Eligibility Option, or CEO, for the 2013-2014 school year in the National School Lunch and School Breakfast programs. The lone exception is Elkins High School, which currently does not meet the guidelines for this program. However, Randolph County will endeavor to work with Elkins High School to meet these qualifying guidelines for the next school year.
All other children in the 14 schools are eligible to receive a healthy breakfast and lunch at school at no cost. Your child will be able to participate in this meal program without having to pay a fee or submit a meal application. If the parent or guardian currently has a balance for meals in the child nutrition department it is still his/her responsibility to pay this bill.
Free and reduced price meal applications are available for Elkins High School students. For those receiving direct certification letters, please review for accuracy as this certification drives the CEO option. Free and reduced price meal applications will be sent home the first day of school with all students attending Elkins High School. If you do not receive an application, additional copies of the application are available at the county office.

Parents or guardians of children who attend Elkins High School, wishing to apply for free or reduced price meals only need to fill out the online application or return a single application form to the Office of Child Nutrition, Randolph County Schools, 40 Eleventh Street Elkins, WV 26241. An application may be submitted at any time during the school year, but must be submitted annually for continued eligibility. The information submitted on the application is confidential information to be used only for the purpose of determining eligibility of the participant. If Section VII is checked, the information may be released to the indicated agency. School or program officials may verify information given on the application at any time during the school year.
To determine eligibility for free or reduced price benefits, the household applying for a child must provide all of the following information listed on the application: names of all household members; the last four digits of the Social Security number of the household member who signs the application or a statement that the household member does not possess one; amount and source of income received by each household member; and the signature of an adult household member certifying that the information provided is correct.
Food stamp or TANF households only have to provide the participant's name and current food stamp or TANF case number and an adult household member's signature. In certain cases, foster children are also eligible for these benefits. If a family has foster children living with them and wishes to apply for free or reduced price meals for them, the program director should be contacted.
Under the provision of the free and reduced price meal policy, the child nutrition coordinator will process applications to determine eligibility. If a parent or guardian is dissatisfied with the decision, he/she may wish to discuss the decision with the child nutrition coordinator on an informal basis. If the parent or guardian wishes to make a formal complaint, he/she may make a request in writing to Mrs. LaDonna Rosencrance 40 Eleventh Street Elkins, WV 26241 or orally by calling 304-636-9150, ext. 126 for a hearing to appeal the decision.
The effective date for free or reduced price meals will be the approval date. The approved status will not be retroactive to the first day of school or enrollment date. Please submit an application as soon as possible.
If during the school year a family member becomes unemployed or if a family size changes, the family should contact the school and/or county office to file an application. Lunch bills will be sent home after each months billing. Generally, you will receive your bill in the first 10 days of the month for the previous month. Please pay your child's bill promptly.
