Randolph County grand jury hands down indictments

ELKINS – A Randolph County grand jury handed down 53 indictments over the past two days, including a West Virginia Children’s Home supervisor accused of inappropriately touching a former juvenile resident.

Ronald L. Bosserman, 55, of Mabie, was indicted on six felony counts of sexual abuse by a parent, guardian, custodian, or person in a position of trust to a child.

According to a criminal complaint filed in Randolph County Magistrate Court, on Dec. 17, 2015, Sgt. A.J. Shingler, of the West Virginia State Police Crimes Against Children Unit, received information about a supervisor at the Children’s Home in Elkins who allegedly had an inappropriate relationship with a former female juvenile resident.

The relationship occurred between August 2014 and December 2015, the complaint states.

During the investigation, Shingler determined the alleged victim to be between the ages of 15 and 16 years of age.

In an initial interview on April 26, Shingler received information that assisted him in establishing Bosserman as a potential suspect “due to his relationship with the female juvenile victim,” police said.

During a May 10 interview with Shingler and Cpl. A.S. Loudin, also of the Crimes Against Children Unit, Bosserman admitted to having an inappropriate romantic and sexual relationship with the alleged victim on at least two occasions while serving as a supervisor at the Children’s Home.

He further stated he “fondled” the alleged victim in “both her breast and genital area” on at least two occasions. Both incidents occurred on the property of the Children’s Home during hours that Bosserman was working, the complaint states.

If convicted, Bosserman could be sentenced to not less than 10 nor more than 20 years in the state penitentiary on each of the six counts, or fined not less than $500 nor more than $5,000 and imprisoned in a correctional facility not less than 10 years nor more than 20 years.

Other indictments handed down include:

* Vincent Fitzgerald Gibson, 53, of Valley Head, was indicted on three felony counts of wanton endangerment involving a firearm and one felony counts of threats of terroristic acts.

* Matthew William Heaster, 35, of Elkins, was indicted on one felony count of malicious assault, one felony count of arson in the fourth degree, one felony count of strangulation and two misdemeanor counts of domestic battery.

* Luke Allen Hempel, 19, of Elkins, was indicted on two felony counts of wanton endangerment involving a firearm, one misdemeanor count of possession by prohibited person of a firearm and two misdemeanor counts of domestic assault.

* Daniel Craig Watson, 35, of Elkins, was indicted on one felony count of possession of destructive devices, explosive materials or incendiary devices.

In a separate and unrelated indictment, Watson was indicted on two felony counts of breaking and entering, and two felony counts of grand larceny.

* Joseph Allen Simmons II, 23, of Mount Clare, was indicted on one felony count of child neglect creating substantial risk of serious bodily injury or death and one misdemeanor count of unrestrained child in vehicle.

* Ashton Shane Hendon, 20, of Elkins, was indicted on six felony counts of forgery, six felony counts of uttering, 44 felony counts of fraudulent use of an access device and one felony count of obtaining money, property and services by false pretenses.

* Peter Siegfried Doring, 54, of Valley Bend, was indicted on one felony count of delivery of a controlled substance, one felony count of possession with intent to deliver a controlled substance and one felony count of conspiracy.

* Steven Lewis Snead, 66, of Valley Bend, was indicted on one felony count of delivery of a controlled substance, one felony count of possession with intent to deliver a controlled substance and one felony count of conspiracy.

* Kimberly Marie Swecker, 30, of Elkins, was indicted on one felony count of delivery of a controlled substance, two felony counts of possession with intent to deliver a controlled substance and one felony count of possession of a controlled substance by inmate.

* Talia Nicole Murray, 23, of Mill Creek, was indicted on one felony count of delivery of a controlled substance and one felony count of delivery of a controlled substance within 1,000 feet of a school.

* Regina Kay Wagoner, 33, of Tallmansville, was indicted on three felony counts of transportation of controlled substances onto the grounds of a correctional facility and three felony counts of possession of a controlled substance by an inmate.

* John Will “Jay” Jackson, 44, of Elkins, was indicted on one felony count of transportation of controlled substance onto the grounds of a correctional facility and one felony count of possession of a controlled substances by inmate.

In a separate and unrelated indictment, Jackson was indicted on one felony count of possession by prohibited person of a firearm and one misdemeanor count of possession by prohibited person of a firearm.

* Anthony Lee Young, 26, of Valley Bend, was indicted on two felony counts of possession with intent to deliver a controlled substance within 1,000 feet of a school.

* Paul Jason Armstrong, 35, of Elkins, was indicted on four felony counts of possession with intent to deliver a controlled substance.

* Clinton Dale McCauley, 25, of Elkins, was indicted on three felony counts of possession with intent to deliver a controlled substance, one felony count of conspiracy and one misdemeanor count of fleeing from an officer by any means other than the use of a vehicle.

* Christopher Daniel Bennett, 32, of Belington, was indicted on two felony counts of possession with intent to deliver a controlled substance and one misdemeanor count of driving while license suspended, second offense.

* Matthew Douglas Witsoe, 29, of Elkins, was indicted on two felony counts of possession with intent to deliver a controlled substance, one felony count of possession by prohibited person of a firearm and one misdemeanor count of fleeing from an officer by any means other than the use of a vehicle.

* George Bennett Meek II, 59, of Elkins, was indicted on three felony counts of possession with intent to deliver a controlled substance, one felony count of conspiracy and one misdemeanor count of possession by prohibited person of a firearm.

* Cynthia Nicole White, 28, of Elkins, was indicted on three felony counts of possession with intent to deliver a controlled substance and one felony count of conspiracy.

* Jason Richard White, 27, of Elkins, was indicted on two felony counts of possession with intent to deliver a controlled substance, one felony count of conspiracy and one misdemeanor count of possession by prohibited person of a firearm.

* Jessica Haley McDougal, 25, of Elkins, was indicted on two felony counts of possession with intent to deliver a controlled substance and one misdemeanor count of shoplifting.

* Edward Ray Collins, 25, of Elkins, was indicted on one felony count of possession with intent to deliver a controlled substance.

* Brian Michael Marrick, 30, of Elkins, was indicted on one felony count of possession with intent to deliver a controlled substance.

* Calvin Norse Herron Jr., 43, of Elkins, was indicted on one felony count of possession with intent to deliver a controlled substance.

* Nakeia Alisa Moore, 33, of Mill Creek, was indicted on one felony count of conspiracy to commit the offense of possession with intent to deliver a controlled substance.

* Sosha Hope Streets, 24, of Elkins, was indicted on one felony count of conspiracy to commit the offense of possession with intent to deliver a controlled substance.

* Christopher Lee Stahl, 35, of Beverly, was indicted on one felony count of embezzlement and one felony count of larceny of bank notes, checks, writings of value and book of accounts.

* Alexandria Nicole Corcoran, 23, of Morgantown, was indicted on 15 felony counts of fraudulent use of an access device.

* Justin Ryan Barker, 26, of Charleston, was indicted on one felony count of possession of a stolen vehicle and one felony count of grand larceny.

* Mya Chloe Light, 38, of Elkins, was indicted on one felony count of possession of a stolen vehicle, two felony counts of fraudulent use of an access device and one felony count of conspiracy.

* Gary Dolton White, 21, of Elkins, was indicted on two felony counts of fraudulent use of an access device, one felony count of conspiracy and two misdemeanor counts of petit larceny.

* Cary Janel Blackburn, 24, of Cabins, was indicted on one felony count of fraudulent use of an access device, one felony count of conspiracy and two misdemeanor counts of petit larceny.

* Matthew David Vance, 24, of Ellamore, was indicted on two felony counts of forgery.

* Paul James Thorne III, 42, of Elkins, was indicted on one felony count of forgery and one felony count of uttering.

* Christopher Bernard Goins, 44, of Warren, Ohio, was indicted on one felony count of forgery and one felony count of uttering.

* Joseph Henry Morales Jr., 39, of Mabie, was indicted on one felony count of grand larceny.

* Crystal Renea Hedrick, 26, of Elkins, was indicted on one felony count of fraudulent schemes.

* William Randolph Harris Jr., 52, was indicted on four felony counts of possession by prohibited person of a firearm.

* Edwin Mack Taylor, 49, of Glady, was indicted on one felony count of carrying a concealed firearm by person prohibited from possessing a firearm, one misdemeanor count of possession by prohibited person of a firearm and one misdemeanor count of possession of a controlled substance.

* Nicholas Lee Ailport, 31, of Star City, was indicted on one felony count of driving while license revoked for DUI, third offense, one misdemeanor count of prohibited use of an electronic communications device while driving without handheld features and one misdemeanor count of operation of vehicle without safety belt.

* John Arthur Absher, 49, of Elkins, was indicted on one felony count of driving while license revoked for DUI, third offense.

* Hunter Miller Howell, 46, of Elkins, was indicted on one felony count of driving while license revoked for DUI, third offense.

* Brandon Gilbert Ramsey, 33, of Elkins, was indicted on three felony counts of failure to register as a sexual offender or provide notice of registration changes, second or subsequent offense.

* Wesley William James, 27, of Elkins, was indicted on two felony counts of shoplifting, third offense and one felony count of conspiracy.

* Victoria Alyson James, 25, of Elkins, was indicted on two felony counts of shoplifting, third offense and one felony count of conspiracy.

* Joshua Edwin White, 21, of Anmoore, was indicted on one felony count of shoplifting, third offense.

* Amanda Marie Jones, 32, of Mill Creek, was indicted on one felony count of shoplifting, third offense.

* Brandi Lea Rohr, 31, of Elkins, was indicted on four felony counts of failure to appear.

* Russell Shane Crites, 28, of Elkins, was indicted on one felony count of failure to appear.

* Lisa Marie Lloyd, 37, of Mill Creek, was indicted on one felony count of failure to appear.

The cases were presented by Prosecutor Michael W. Parker. Circuit Court Judge David Wilmoth presided.

Arraignment hearings will be at 9 a.m. on March 6 at the Randolph County Courthouse.

An indictment is merely an accusation. All defendants are presumed innocent until and unless proven guilty.
