Elkins Mayor Van Broughton described the 9-foot section of 8-inch water line as ‘very old.’ Broughton said the city lost a large amount of water that spilled across the roadway and led to slick conditions. The mayor said the city salted and cindered the roadway to keep it open. Broughton said the repairs were completed around 11 p.m.
