Upshur man rearrested on drug charges

BUCKHANNON — A man previously arrested as part of an alleged THC oil ring has been rearrested on similar charges after Upshur County sheriff’s deputies served a second search warrant at his residence and allegedly found about $11,000 worth of THC oil, THC cartridges and marijuana.

Robert Thomas Quici, 20, of Buckhannon, was arrested for possession with intent to deliver THC oils, possession with intent to deliver marijuana, conspiracy to commit possession with intent to deliver THC oils and conspiracy to commit possession with intent to deliver marijuana, all felonies, stemming from the search warrant executed at his residence on Three Lick Road in February.

Upshur County Sheriff’s deputies executed a search warrant at Quici’s residence on Three Lick Road and allegedly seized a baggie of suspected marijuana weighing 30.4 grams valued at $304, one digital scale, two pieces of freezer paper containing suspected THC oil weighing 17.2 grams valued at $688 and a box of surveillance equipment, according to the criminal complaint in the Upshur County Magistrate Clerk’s office.

Outside the front door in a trash can, officers allegedly found a purple backpack containing a Ziplock bag containing suspected marijuana weighing approximately 5.27 ounces and valued at $1,532, one digital scale, 13 THC cape cartridges valued at $520, five large pieces of wax paper containing suspected THC oil weighing approximately 208.5 grams valued at $8,340 and three pieces of a notebook indicating sale of “dabs, weed, carts and coke” with respective prices.

Deputy Tyler Gordon, the investigating officer, noted numerous Snapchat messages between Quici, his juvenile brother and brother Joseph David Quici, 18, show a “clear conspiracy” to deliver a variety of controlled substance from the residence.

Magistrate Kay Hurst set bond at $100,000.

Following a Dec. 31, 2019 search warrant executed by deputies, Quici was arrested for gross child neglect creating risk of injury, four counts, a felony; possession with intent to deliver THC oil extracts, a felony, and possession with intent to deliver marijuana, a felony, according to a previous article. At that time, deputies found approximately 12.5 ounces of marijuana valued at approximately $2,500, a large quantity of dried extracted THC known as “shatter,” numerous THC vape inserts, several digital scales, a large quantity of packing materials, $8,100 in cash separated in ziplock baggies, two handguns and an AR-15 style .223 rifle along with ammunition, according to the previous article.

Possession with intent to deliver THC oils and possession with intent to deliver marijuana each carries imprisonment for one year to five years and/or fined not more than $15,000 or both. Conspiracy to commit possession with intent to deliver THC oils and conspiracy to commit possession with intent to deliver marijuana each carries confinement in the state penitentiary for not less than one nor more than five years or by a fine of not more than $10,000, or in the discretion of the court, both.
