Elkins woman charged with child neglect

ELKINS — An Elkins woman is facing a felony charge of child neglect.

Amanda R. Burke, 36, was charged with child neglect with risk of serious injury. Bond was set at $25,000 cash, surety or bondsman by Randolph County Magistrate George M. Riggleman. Conditions placed on bond are that Burke have no contact with children under 18 years old, and must report to North Central Community Corrections for drug testing three days a week.

According to the criminal complaint, prepared by Corp. C.G. Boatwright of the Elkins Police Department, the officer was contacted by a Child Protective Services crisis worker regarding an emergency referral on Oct. 22. The emergency referral allegedly stated that Burke was “dealing methamphetamine out of the apartment and was a user of the same.”

After Burke gave permission for officers and the CPS crisis worker to enter her apartment, officers observed “multiple foil folds with burnt substances on them consistent with the use of multiple illegal drugs, scales with a crystal-like residue consistent with methamphetamine, small plastic baggies with crystal-like residue, multiple knives just laying about, multiple bowls of food and liquid substances with bugs and mold, and multiple syringes which were uncapped, capped, used, appeared to be unused all throughout the house to include on the floor, in the trash cans, on the bathroom counter, in the cabinets, on the bed, on the dresser, etc.,” the complaint states.

In the basement, officers also found “another set of digital scales with residue on them, multiple baggies inside another small plastic baggie, a small baggie containing three white circular pills, a small baggie containing a green leafy substance consistent with marijuana, a small plastic baggie with seeds consistent with marijuana seeds, a small plastic baggie with brown in color mushrooms,” according to the complaint.

A 9-year-old juvenile was found in the apartment, the complaint states.

Burke is being held at the Tygart Valley Regional Jail.
