24 indicted by Barbour County Grand Jury

PHILIPPI — A Barbour County grand jury indicted 24 individuals this week, including a Belington man facing kidnapping and other felony charges.

Henry Monserrat Ochoa, 40, was indicted on four counts of kidnapping, four counts of robbery, four counts of wanton endangerment and two counts of use of a firearm during the commission of a felony.

According to the police report, Philippi Police Department officers responded to an armed robbery complaint in March on Fourth Street in Philippi. The alleged victims allegedly told police a masked man forced his way into the house armed with a 9mm Ruger semi-automatic pistol.

The alleged victims said “their hands were zip-tied or bound with electrical wire from a lamp,” adding that “Ochoa threatened to kill them” while “putting the gun to their head,” the complaint states.

After demanding that they tell him the location of a safe, Ochoa allegedly “stripped the females naked” and took their jewelry, along with a Dwalt drill and a projector and $1,400 in cash, the alleged victims told police. He also took one of the alleged victims as a hostage and left the others bound in the house, the police report states.

The officers confirmed Ochoa’s identity and went to his home in Belington, according to the complaint. Inside officers found the stolen property, along with a bolt-action shot gun and a bag containing a Highpoint .40 S&W pistol with body armor.

After a brief standoff with officers, Ochoa was taken into custody, the complaint states.

Matthew S. Cutlip, 39, of Rosemont, on charges of malicious assault on an officer, fleeing on foot and possession of a controlled substance with intent to deliver.

Shawn D. Newman, 36, of Philippi, on three counts of second-offense delivery, four counts of second-offense conspiracy to violate the Controlled Substances Act, two counts of prohibited person in possession of a firearm, and one count of second-offense possession within intent to deliver.

Bobbie J. Sturm, 57, of Philippi, on four counts pf delivery, four counts of conspiracy to violate the Controlled Substances Act, and one count of possession with intent to deliver.

Shawn L. Rexrode, 35, of Junior, on one count of first-degree arson.

Jeffrey L. Mayle Jr., 39, of Philippi, on counts of burglary, strangulation and conspiracy.

Gerald C. McCourt Jr., 38, of Philippi, on one count of conspiracy.

Cody D. Robinson, 28, of Belington, on second-offense possession with intent to deliver.

Jeremiah L. Evix, 34, of Belington, on counts of grand larceny and conspiracy.

Telecia R. Evix, 40, of Belington, on counts of grand larceny, conspiracy, and breaking and entering a vehicle.

Marcus A. Harrison, 26, of Clarksburg, on one count of fleeing with reckless indifference.

Ronald D. Johnson Jr., 51, of Philippi, on counts of burglary, grand larceny and conspiracy.

Christopher S. Ramsey, 45, of Philippi, on counts of burglary, grand larceny and conspiracy.

Lori L. Phillips, 48, of Philippi, on counts of burglary, grand larceny and conspiracy.

Anthony A. Johnson, 40, of Belington, on counts of two counts possession with intent to deliver.

Matthew D. Marcum, 36, of Flemington, on one count of possession of a stolen vehicle.

Kayla M. Shanabarger, 31, of Philippi, on one count of third-offense driving while license suspended or revoked for DUI of alcohol.

Michael L. Burns, 24, of Belington, on seven counts of wanton endangerment involving a firearm, one count of domestic assault and one count destruction of property.

Wesley J. Miller, 41, of Belington, of third-offense driving while license revoked for DUI of alcohol.

Dustin S. Tennant, 36, of Philippi, on one county of escape.

Brooke L. Hudkins, 32, of Philippi, on one count of escape.

Michael L. Ivey, 38, of Junior, on one count of escape.

Danny J. Simmons, 29, of Belington, on one count of escape.

Holly L. Minard, 37, of Philippi, on one count of escape.

Bond return for all those indicted will begin at 9 a.m. Nov. 4 at the Barbour County Courthouse.
