Well, I am happy to see you are back to being Puremistakes. True WV is not a right-to-work state, but you are confusing right to work with AT-WILL EMPLOYMENT.

Right to work means a union shop cannot require an employee to join or pay dues to said organization should they decide against it as a condition of employment.

At-will employment means you can be or can chose to be relieved of duty without justification. However, there are exceptions to this such as contractual obligation or retaliatory firing for reporting an illegal act. That said, WV does follow the at-will doctrine as well.
