Lewis drug arrests taxing county coffers

Lewis County commissioners are facing a regional jail bill approaching $70,000, a figure which could go even higher next month following last week's arrest of 10 individuals on drug-related charges.

County Administrator Cindy Whetsell said the $70,782 bill reflected the incarceration charges of 1,467 total inmate days, mostly at the Central Regional Jail. She said the July bill is the highest ever sent to the county.

"We were a little shocked by the amount," County Commissioner Agnes Queen added. "But we're behind the sheriff and the work he is doing to rid the county of drugs."

Queen said a $5 million carryover from the previous fiscal year's budget has eased the sticker shock, noting that the county doubled its 2013-14 fiscal year estimate for regional jail costs.

"We could be pushing the $1 million threshold, which is higher than most counties our size," Queen said. "But we are hoping that people will see the new sheriff means business, that he's either going to catch them all or they will all leave town."

Sheriff Adam Gissy, who campaigned on a promise to rid the county of its drug problems, led a countywide sweep last week which resulted in nine arrests on a variety of drug-related charges.

James Melvin Sprouse, 59, of Bank Alley, Weston, was charged with two felony counts of delivery of a controlled substance. His bond was set at $100,000.

Billy George Leary, 59, of 531 West Second St., Weston, was charged with three felony counts of delivery of a controlled substance and another felony count of possession with the intent to manufacture or deliver a controlled substance after sheriff's deputies uncovered two pounds of marijuana, scales, pill splitters, sandwich bags and an assortment of pills from his bedroom during a search of his residence on Aug. 14. He is being held in the Central Regional Jail in lieu of a $200,000 bond.

Randall Joe Metz, 42, of 716 Cemetery St., Weston, was charged with two felony counts of delivery of a controlled substance. He is being held in the Central Regional Jail in lieu of a $100,000 bond.

Raymond J. Baugh, 54, of 418 Pratt St., Weston, was charged with a felony count of delivery of a controlled substance and a misdemeanor count of delivery of a controlled substance. He is being held in the Central Regional Jail in lieu of a $75,000 bond.

Todd Edward Turner, 29, of 12 Earnhart Drive, Weston, was charged with two felony counts of delivery of a controlled substance. He is being held in the Central Regional Jail in lieu of a $100,000 bond.

Nathaniel Lee Burkhammer, 30, of West Second Street, Weston, was charged with a felony count and a misdemeanor count of delivery of a controlled substance. He is being held in the Central Regional Jail in lieu of a $75,000 bond.

Cassie Danielle Moats, 22, of 8548 Georgetown Road, Weston, was charged with two felony counts of delivery of a controlled substance and a felony count of destruction of property. She is being held in the Central Regional Jail in lieu of a $100,000 bond.

Tiara Dawn Queen, 22, of 7933 Copley Road, Weston, was charged with two felony counts of delivery of a controlled substance and two misdemeanor counts of delivery of an imitation controlled substance. She is being held in the Central Regional Jail in lieu of a $150,000 bond.

Ruth Ann Mangelo, 47, of 531 West Second St., Weston, was charged with three felony counts of delivery of a controlled substance. She is being held in the Central Regional Jail in lieu of a $200,000 bond.
