The City of Elkins Strategic Plan begins with a vision statement for 2023 laying out several goals, including the exploration of "...internal organizational changes, in order to provide financial savings and effective services."
Everything included in the plan is meant to drive the City towards economic and population growth, as well as improved standards of living. City Council and the administrative officers have been working diligently towards these goals since adoption of the plan.
Part of that work recently has been to evaluate organizational needs, both to build up and retain current employees as well as identifying and filling any gaps. To date, council has implemented a grade and step pay plan permitting annual raises based on performance evaluations and available funds; a base pay increase for all police officers, plus the addition of another patrolman position; and the addition of positions in the Operations Department.
Presently, the City is considering the creation of two new positions, both of which are intended to improve communication, transparency and delivery of services. In October, the Rules and Ordinances Committee will begin discussing the feasibility of a change in our government structure from strong council to city manager. This endeavor will require months of study and data collection before a final decision will be made.
