ELKINS -- A local man is facing a felony drug charge after a routine traffic stop.
Paul Jason Armstrong, 37, of Ellamore, is charged with possession with intent to deliver a controlled substance. Bond was set at $50,000 cash only by Randolph County Magistrate George M. Riggleman.
According to the criminal complaint filed by Senior Patrolman C.G. Boatwright, he and Senior Patrolman D.T. Sayre were patrolling in the area of Harrison Avenue in Elkins at about 10:20 p.m. on Feb. 24 when they saw a white Ford Mustang run a stop sign. They then conducted a traffic stop.
Boatwright wrote that while approaching the driver's side door of the Mustang he observed multiple syringe caps inside the car and "blood splatter throughout the inside of the windshield and dash of the vehicle." He said Armstrong, the driver, was "attempting to conceal a syringe under the driver's seat." Boatwright wrote that he also observed a set of "digital scales in the center console and multiple baggies throughout the vehicle."
Searching the vehicle, the officers found a black magnet box containing two baggies with what appeared to be methamphetamine inside; another set of digital scales; a 100 gram weight; and a box of clear plastic baggies, the complaint states.
While placing Armstrong under arrest Boatwright found $380 in cash on his person, according to the complaint, which also states that Armstrong has previous convictions for possession with intent to deliver controlled substances.
