Randolph County man charged with burglary
ELKINS — A Randolph County man has been charged with burglary and grand larceny.
Franklin J. Biggs, 56, of Monterville, was also charged with driving revoked for DUI third offense.
According to a criminal report prepared by Deputy A.M. Channell of the Randolph County Sheriff’s Department, an alleged victim told police several items were missing from his garage and outbuilding. A neighbor of the alleged victim reportedly told him he had seen Biggs rolling two tires down the road.
The total cost of the missing items, including two tires, several handtools and powersaws and chainsaws, was $1,519, according to the complaint.
An arrest warrant for Biggs was issued. Channell wrote that while he was in the Valley Head area he saw Biggs driving a black Chevrolet Trailblazer traveing south on US 219. After initiating a traffic stop and arresting Biggs, Channell wrote that he learned Biggs’ license was revoked for DUI, and that Biggs has two prior driving revoked for DUI convictions, both in 2016.
