BUCKHANNON -- The Upshur County Commission has grant funding to spend on a project to repair chimneys and dormers on the former jail facility but no contractors bid on the project by the deadline.
Despite a Class II legal advertisement in local newspapers, an invitation for bids on the county website and directly contacting several contractors, assistant county administrator Tabatha Perry said no bids were received by the close of business on May 14 per the deadline.
"I touched base with a couple of those contractors," she said. "One just stated that they didn't have time but if the project was rebid they would have more time. That was the person that provided you the quote for the grant. They just did not have time to submit the information. The other two did not focus on restoration so they didn't feel comfortable bidding."
Through a list server the county commission is a member of, Perry said she obtained names of contractors that performed masonry on other courthouses.
"If you would rebid this, I would send information to those individuals also," she said.
Perry said this happened a few years ago on a previous chimney project which had to be rebid.
Commissioner Terry Cutright noted the Upshur County Development Authority was also experiencing having no bids submitted on a project for antennas.
After a motion by commissioner Kristie Tenney which was seconded by commissioner Terry Cutright, the commission agreed to readvertise the project.
The Upshur County Commission received nearly $68,000 from the West Virginia Courthouse Facilities Improvement Authority in its recent grant cycle. The project involves repointing dormers, replacing some sandstone and brick and demolishing and rebuilding parts of the chimneys.
Located directly behind the courthouse, the structure was the sheriff's residence until about 1970 and a jail until about 1994.
In other business, the commission:
∫ approved a Federal Aviation Administration Outlay Request of $125,600 for the Upshur County Regional Airport terminal under construction.
∫ approved the resignation of Carol Roth, effective immediately, from the Upshur County Youth Camp and the employment of Cassia Alderman, effective May 19 at the rate of $9.18 per hour.
