Woman indicted on murder charge

ELKINS — Two individuals were indicted in relation to the November 2018 shooting death of Spencer Christian Zoller by the Randolph County grand jury on Tuesday.

Vanessa Fay Logan, 32, an inmate at Lakin Correctional Center, was indicted on one felony count of murder in the shooting death of Zoller. According to records on Nov. 18, law enforcement officers responded to a residence on Gum Road. When police arrived on scene, they located Zoller’s body on the living room floor.

Logan fled the scene prior to arrival by law enforcement and was arrested on Nov. 29 by The United States Marshals Service, along with members of the Mountain State Fugitive Task Force, at the Healthy Heights Trailer Court in Monongalia County.

During a preliminary hearing in Randolph County Magistrate Court in December, officers testified that three witnesses at the residence identified Logan as the shooter.

Christopher Warren Koch, 32, of Elkins, was indicted on one felony count of accessory after the fact to murder for his role in allegedly helping Logan flee from law enforcement.

Koch allegedly provided Logan transportation and assisted her with a place to stay to avoid arrest. He further helped her secure items to change her personal appearance in an effort to further avoid detection.

Other indictments handed down on Tuesday include:

• Brent Allen Shiflett, 29, an inmate at Prunytown Correctional Center, was indicted on one felony count of possession with intent to deliver a controlled substance.

• Daniel Elwood Hornich, 35, an inmate at Tygart Valley Regional Jail, was indicted on one felony count of grand larceny; one felony count of fraudulent use of an access device; and one misdemeanor count of conspiracy.

• Sara Wilson, 35, of Elkins, was indicted on one count of conspiracy; one count of destruction of property; and one count of obstructing an officer, all misdemeanors.

• Thelma Lou Asbury, 45, of Beverly, was indicted on two felony counts of child neglect resulting in serious bodily injury; a felony count of child neglect creating risk of serious bodily injury or death; and one count of possession of a controlled substance, a misdemeanor.

• Rangley Tristin Kessler, 22, an inmate at Tygart Valley Regional Jail, was indicted on one felony count of failure to register as sex offender or provide notice of registration changes.

• Billy Lee Isenhart, 34, of Elkins, was indicted on two felony counts of failure to register as sex offender or provide notice of registration changes, second or subsequent offense.

• Christina Arlene Wolford, 30, of Elkins, was indicted on one felony count of accessory after the fact to murder; one felony count of child neglect creating risk of serious bodily injury of death; and one count of knowingly, keeping or maintaining a dwelling, building or other structure or place for the purpose of using or selling controlled substances, a misdemeanor.

• Donna Marie Lanham, 42, an inmate at Tygart Valley Regional Jail, was indicted on one felony count of possession with intent to deliver a controlled substance; one misdemeanor count of possession of a controlled substance; and one misdemeanor count of knowingly, keeping or maintaining a dwelling, building or other structure or place for the purpose of using or selling controlled substances.

• Johnny Henry Rucker, 42, of Elkins, was indicted one felony count of driving while license revoked for DUE, third offense; and two misdemeanor counts of possession of a controlled substance.

Bond return is set for July 1 at 9 a.m. at which time bond will be set and trial dates will be determined.

The fact that a defendant has been charged with a crime is merely an accusation and all defendants are presumed innocent until and unless proven guilty.
