38 indicted by Randolph grand jury

ELKINS — A Randolph County man accused of sexually assaulting a juvenile family member was one of 38 indictments returned Monday by a Randolph County grand jury.

Charles LeRoy Scott Jr., 44, of Dailey, was indicted on one felony count of sexual assault in the second degree, two felony counts of sexual abuse by a parent, guardian, custodian or person in a position of trust to a child, one felony count of incest, two felony counts of sexual abuse in the first degree, one felony count of use of obscene matter with intent to seduce a minor and one felony count of attempted sexual abuse in the first degree.

According to a criminal complaint filed in Randolph County Magistrate Court, on Jan. 8, Deputy M.P. Dyer, of the Randolph County Sheriff’s Office, attended a forensic interview involving the 14-year-old alleged victim at the Randolph/Tucker Child Advocacy Center.

During the interview, the alleged victim said on Nov. 30, she had been taken to Scott’s residence to spend the night, the complaint states. During the stay, the alleged victim said Scott repeatedly attempted to, and did, inappropriately touch her.

She also said Scott also attempted to get her to look at his genitalia; however she did not do so.

The alleged victim said Scott took a picture of his genitalia with his cell phone and attempted to show it to her while standing behind her and touching himself, according to the complaint.

She also said Scott had computers in his bedroom on which she observed pornography.

Other indictments handed down Monday include:

• Travis Lee Goldsmith, 29, of Elkins, was indicted on one felony count of attempted first-degree murder, two felony counts of wanton endangerment involving a firearm and one felony count of malicious assault.

• Shatia Schae Ford, 23, of Beverly, was indicted on one felony count of child neglect creating risk of death or serious bodily injury and one misdemeanor count of possession of a controlled substance.

• Randy Junior Snelson, 39, of Elkins, was indicted on one felony count of child neglect creating risk of injury, three felony counts of possession with intent to deliver a controlled substance and one misdemeanor count of possession by a prohibited person of a firearm.

In a separate and unrelated indictment, Snelson was indicted on one felony count of burglary, one felony count of conspiracy and one misdemeanor count of attempted petit larceny.

In a second separate and unrelated indictment, Snelson was indicted on one felony count of receiving stolen goods and one misdemeanor count of possession by prohibited person of a firearm.

• Craig Allen Stimson, 38, of Buckhannon, was indicted on one felony count of malicious assault, two felony counts of wanton endangerment involving a firearm and two misdemeanor counts of domestic battery.

• Joseph Michael Mick, 31, of Elkins, was indicted on two felony counts of wanton endangerment involving a firearm, one misdemeanor count of shooting across a road or near a building or crowd and one misdemeanor count of destruction of property.

• Tre Michael Plaugher, 21, of Elkins, was indicted on one felony count of malicious assault and two felony counts of offense committed by inmate.

• Gage Michael Martin, 24, of Huttonsville, was indicted on one felony count of attempted malicious assault.

• Tyler Dayne Fehrenbach, 24, of Elkins, was indicted on two felony counts of delivery of a controlled substance, three felony counts of possession with intent to deliver a controlled substance and one felony count of conspiracy.

• Tajia Jean Watson, 26, of Elkins, was indicted on one felony count of possession with intent to deliver a controlled substance and one misdemeanor count of possession of a controlled substance.

• Tabatha Louise Clem, 29, of Weston, was indicted on one felony count of possession with intent to deliver a controlled substance.

• Amy Louise Pharis, 28, of Elkins, was indicted on two felony counts of attempt of transportation of controlled substances onto the grounds of a correctional facility, two felony counts of attempt of delivery of contraband to an inmate, three felony counts of conspiracy and two felony counts of possession with intent to deliver a controlled substance.

• Anna Tahran Biggs, 25, of Elkins, was indicted on two felony counts of attempt of transportation of controlled substances onto the grounds of a correctional facility, two felony counts of attempt of delivery of contraband to an inmate, three felony counts of conspiracy and two felony counts of possession with intent to deliver a controlled substance.

• David Joseph Biggs, 24, of Elkins, was indicted on two felony counts of attempt of possession of a controlled substance by inmate and three felony counts of conspiracy.

• Brian Scott Mayle, 37, of Elkins, was indicted on two felony counts of fleeing in a vehicle with reckless disregard and one misdemeanor count of driving revoked for DUI.

• Steven Michael Meadows, 24, of Valley Head, was indicted on 15 felony counts of fraudulent use of an access device.

• Joshua Lee Thornhill, 28, of Elkins, was indicted on one felony count of breaking and entering, one felony count of grand larceny, one felony count of transferring stolen goods and one felony count of conspiracy.

• Shae Marie Dadisman, 26, of Elkins, was indicted on one felony count of breaking and entering, one felony count of grand larceny and two felony counts of conspiracy.

• Joseph William Howell Jr., 25, of Elkins, was indicted on one felony count of breaking and entering, one felony count of grand larceny and two felony counts of conspiracy.

• Timothy Ray Shuman, 68, of Elkins, was indicted on one felony count of burglary, one felony count of grand larceny and one misdemeanor count of fleeing from an officer by any means other than the use of a vehicle.

• Charlie Rayann George, 20, of Elkins, was indicted on one felony count of burglary, one misdemeanor count of petit larceny and one misdemeanor count of destruction of property.

• Joshua Brandon Davis, 24, of Elkins, was indicted on one felony count of burglary, one felony count of conspiracy and one misdemeanor count of attempted petit larceny.

• Jason Randall Howard, 37, of Elkins, was indicted on one felony count of burglary, one misdemeanor count of battery and one misdemeanor count of destruction of property.

• Courtney Brooke Harsh, 23, of Kerens, was indicted on one felony count of grand larceny and one misdemeanor count of possession by prohibited person of a firearm.

• Timothy Paul Satterfield, 35, of Elkins, was indicted on one felony count of grand larceny.

• Christopher Don Bibey, 33, of Belington, was indicted on one felony count of receiving stolen property and one felony count of conspiracy.

• Timothy James Bibey, 25, of Belington, was indicted on one felony count of receiving stolen property and one felon count of conspiracy.

• Timothy Stephen Hudler, 35, of Elkins, was indicted on one felony count of transferring stolen goods and one felony count of conspiracy.

• Christina Mae Giese, 34, of Dunmore, was indicted on three felony counts of fraudulent use of an access device.

• Galen Lee Biggs, 44, of Buckeye, was indicted on one felony count of forgery, one misdemeanor count of possession by prohibited person of a firearm and one misdemeanor count of possession of a controlled substance.

• Lisa Marie Lloyd, 37, of Mill Creek, was indicted on one felony count of third-offense shoplifting, one misdemeanor count of possession of a controlled substance and one misdemeanor count of trespass in a structure or conveyance.

• Michael Earl Vance, 36, of Elkins, was indicted on one felony count of third-offense shoplifting and one felony count of conspiracy.

• Richard Emery Delphey, 44, of Beverly, was indicted on one felony count of third-offense shoplifting and one felony count of conspiracy.

• Amy Lynn Sharp, 32, of Elkins, was indicted on two felony counts of third-offense shoplifting.

• Sarah Beth Barrickman, 28, of Mill Creek, was indicted on one felony count of third-offense shoplifting.

• Russell Shane Crites, 27, of Elkins, was indicted on one felony count of third-offense shoplifting.

The grand jury will reconvene at 9 a.m. today for additional presentations by the state.

The cases were presented by Prosecutor Michael Parker. Circuit Judge David Wilmoth presided.

Arraignment hearings will be at 9 a.m. on Nov. 7 at the Randolph County Circuit Courtroom.

An indictment is merely an accusation. All defendants are presumed innocent until and unless proven guilty.
