Upshur courthouse closed to the public

BUCKHANNON -- The Upshur County Courthouse and annex have been closed to the public effective immediately, but offices remain staffed to conduct business.

The Upshur County Commission held an emergency meeting Friday morning in which it declared a state of emergency in the county due to the COVID-19 pandemic, following declarations at the state level by Gov. Jim Justice and the federal level by President Donald Trump.

A press release issued following the meeting announced the closure.

Staff will be available to assist via telephone or email and the use of online services is highly encouraged, according to the release.

The release also states that court security officers will remain at the front doors of the courthouse and annex to provide assistance and make appointments. Appointments will be made for business that cannot be accomplished remotely.

"The county employees working in the office will adhere to social distancing guidelines set up by the CDC, while others will transition to telework," the release states. "We apologize for any inconvenience this may cause and urge you to practice social distancing. Stay at home if at all possible."

Commission President Terry Cutright said in a release, "Our community will get through this event just as we have any other, together with the help of one another. Please check on your neighbors, friends and loved ones, especially those that are most susceptible to this virus."

The Upshur County Public Library will hold regular hours today but will close to the public for borrowing or browsing beginning Monday.

Patrons wishing to borrow books, DVDs or audiobooks may call 304-473-4219 ext. 14, email upshur.info@clark.lib.wv.us or message the Upshur County Public Library Facebook page to request items. A time can then be scheduled for pick-up.

Patrons needing internet access or printing services may call the library at 304-473-4219 to schedule a 60-minute period to use the library's computer or bring their own device to the library for internet access. This will be limited to five users at one time, but time limits may be extended if no one else is scheduled to come. Only the internet user will be admitted. Please do not bring others to the library appointment.

In addition, the library will still offer notary and fax services by calling the library to schedule a time.
