Candidates file for Elkins mayor, council

ELKINS -- Another Elkins resident has joined the race for mayor, and two more candidates have filed to run for city council seats, officials said.

D.C. Talkington, of 1012 S. Kerens Ave., has filed to run for mayor of Elkins, according to information released by the city Friday afternoon.

Phillips B. Kolsun, of 220 Sylvester Drive, filed to run for the First Ward council seat on the ballot in March's municipal election.

Meanwhile, incumbent First Ward Councilman Robert C. Chenoweth filed to run for re-election this week.

Jerry Marco Jr., of Ferndale Drive, filed to run for mayor Monday. Also on Monday, Third Ward City Councilman Carman Metheny filed to retain his current seat.

There will be one Elkins City Council seat from each ward and the office of mayor up for election during the March 2 election.

Council members whose terms are expiring include: Robert Chenoweth, First Ward; Charles Friddle, Second Ward; Metheny, Third Ward; Karen Wilmoth, Fourth Ward; and David Parker, Fifth Ward.

Mayors are elected to a two-year term. Mayors appear on the ballot in all five city wards at every election.

Council members are elected to four-year terms. Two council members are elected from each of the city's five wards, for a total of 10 council members. The two council members from each ward are elected to staggered terms, so that only one member from each ward faces election at each biannual election.

The filing period will be open through Nov. 20. Anyone interested in filing should meet with Elkins City Clerk Jessica Sutton to ensure the correct paperwork is completed. Those interested in running should call 304-636-1414, ext. 1211, to make an appointment.

Anyone eligible to hold office and desiring to appear on the ballot must file a Certificate of Announcement of Candidacy (W. Va. Secretary of State Official Form C-1 MUNI), accompanied by the appropriate filing fee. The filing fee for mayoral candidates is $50 and the fee for council candidates is $25.

Voting on the March 2 election day will be from 6:30 a.m. to 7:30 p.m. at the following polling locations:

First Ward -- Church of God Family Worship Center at1402 Taylor Ave.

Second Ward -- Mountain State Forest Festival Building, 101 Lough St.

Third Ward -- Day's Inn at 1200 Harrison Ave.

Fourth Ward -- Randolph County Courthouse Annex at 4 Randolph Ave.

Fifth Ward -- Elkins City Hall at 401 Davis Ave.
