MILL CREEK -- A Mill Creek woman is behind bars after leading police officers on a high-speed pursuit Tuesday afternoon, after allegedly striking another woman with the vehicle she was driving.
Stevie Drew Fox, 33, has been charged with fleeing in a vehicle with reckless indifference, a felony, and is currently incarcerated in the Tygart Valley Regional Jail.
At approximately 1 p.m. Tuesday, Randolph County Sheriff Rob Elbon and Corporal E.B. Carr received a call saying a vehicle had struck a person at Fox's Lumber Mill in Mill Creek and that the automobile was being operated by Fox, according to the criminal complaint, prepared by Elbon.
The woman who was allegedly struck by the vehicle called in reference to a stolen vehicle, saying she had seen the car at Fox's Lumber, went to the location and saw Stevie Drew Fox was driving it, the complaint states. She confronted Fox and told her she wanted the vehicle back. Fox began to leave so the pedestrian got in front of the car and told Fox to stop.
At this time Fox ran the vehicle into the caller, throwing her on the hood of the car and knocking her to the ground "after doing a donut in the parking lot of Fox's Lumber," according to the complaint.
The vehicle was described as a white 2016 Nissan Sentra with a West Virginia registration. The vehicle had been reported stolen to Senior Deputy Z.T. Pingley on Monday night, the complaint states.
At approximately 1:30 p.m., Elbon located the vehicle on Woody Simmons Drive at the intersection of U.S. 219. After pulling his cruiser beside the vehicle and beginning to get out, the female driver rapidly accelerated and began to flee southbound on U.S. 219, according to the complaint.
Elbon initiated his lights and siren and began to pursue the vehicle. The Nissan was observed passing vehicles left of center in Mill Creek, the police report states. At this time, Carr was in Huttonsville near the ParMar store and observed the Nissan traveling at a high rate of speed.
Fox continued to flee on U.S. 250 South toward Cheat Mountain at speeds in excess of 120 miles per hour, according to the complaint. At the foot of Cheat Mountain, Fox turned around and Elbon went into the northbound lane "to crowd her." At that point she nearly struck the sheriff's cruiser and continued to flee at a high rate of speed northbound on U.S. 250 toward the intersection of U.S. 250 and U.S. 219.
Fox then turned onto U.S. 219 South toward Valley Head and approached a large line of traffic heading southbound, passing a service truck in the oncoming lane of traffic in a blind turn, the complaint states. She continued to travel southbound, passing vehicles left of center before turning around again near Becky's Creek Road and heading back north toward the ParMar in Huttonsville.
When she approached the intersection of U.S. 219 and U.S. 250 again, she went left of center, passing "seven or eight vehicles and a large tractor trailer that was turning left" to travel north, according to the police report. Fox began to turn left at this point and headed northbound toward Mill Creek before turning right and nearly striking the tractor trailer and driving into a yard where she continued onto Hutton Street.
Shortly thereafter, the vehicle became disabled after running out of fuel and Carr maneuvered his cruiser around the vehicle, court documents state. Elbon pulled behind the vehicle. Fox continued to attempt to start the car and flee before Carr was able to break the driver's side window and gain access to the vehicle.
At this time, Fox "began to anchor herself into the vehicle by sticking her right arm in the steering wheel and her left arm around the driver's seat," the criminal complaint states. She allegedly began to kick Elbon in the chest and also kicked Carr in the chest and legs multiple times.
Pepper spray was then deployed on Fox, but she "continued to be noncompliant by kicking and spitting" on the officers, according to the complaint. "After multiple pepper spray deployments" the officers were able to extract Fox from the vehicle.
After being pulled from the vehicle, Fox attempted to punch Carr in the face and struck him on the shoulder, the police report states. The officers then took her to the ground in attempts to get her into hand restraints. Both officers restrained her on the ground as she was still attempting to break free.
After getting Fox into hand restraints, Randolph County EMS was called to the scene to check on her before she was transported to Davis Medical Center for medical clearance. While in transport, Fox continued to make "irrational statements" to Elbon, the complaint states. Fox was cleared at DMC and transported to TVRJ.
