Marco elected Elkins mayor; city manager proposal voted down

ELKINS — Elkins voters elected a new mayor Tuesday — and voted down a proposal to create a city manager position, according to unofficial election results.

Jerry A. Marco won an overwhelming victory in the mayor’s race, totaling 707 votes out of the more than 1,000 ballots cast in the 2021 Elkins Municipal Election.

Karen Wilmoth garnered 166 votes for mayor, while Andrew Carroll tallied 139 votes. D.C. Talkington received 5 votes for mayor.

The full results of the election were released by the city at 1 a.m. Wednesday morning. Polls closed at 7:30 p.m. Tuesday evening.

The proposed city charter change that would have adopted a mayor/manager form of government, and would have created a new city manager position, was soundly defeated, with 321 votes cast in favor of the proposal, and 676 votes cast against it.

Also on Tuesday, a longtime Elkins City Council member was defeated.

Incumbent Third Ward Councilman Carman Metheny was unseated by challenger Clint Higgins, who received 50 votes, while Metheny tallied 34 votes.

In Fifth Ward, incumbent Councilman David C. Parker won re-election by just two votes.

Parker garnered 68 votes, while challenger Burley Woods totaled 66 votes. Howard Knapp II received 6 votes in the Fifth Ward council race.

In Fourth Ward, former Councilwoman Nanci Bross-Fregonara defeated Liz Marshall-MacVean, 142 votes to 96.

Incumbent City Council representatives Rob Chenoweth and Charlie Friddle both won re-election Tuesday.

In the First Ward council race, Chenoweth received 255 votes, while Phillips B. Kolsun gathered 62 votes, and Travis Norwood totaled 38.

In Second Ward, Friddle won the council race, totaling 95 votes, while challenger Carman Pennington received 75.

The two other proposed city charter changes on the ballot were approved by voters Tuesday.

Elkins residents voted to increase the term of the city’s mayor from two years to four years by a vote of 555 to 444.

A proposed city charter change to pledge compliance with open government laws was approved 764 to 223.

These election results will not be final until after canvassing on March 8 and certification on March 10.
