ELKINS -- The Midland Public Service District is in the process of upgrading its facilities.
The Thrasher Group of Bridgeport recently published a general notice requesting bids for the Midland PSD Office and Shop Building Project.
Thrasher is the lead architecture and engineering firm heading up the project to create a new office and a shop building for the Midland PSD. The current facilities, which are located in Glenmore, were built in the 1960s.
"The new buildings are going to be right behind our existing office in Glenmore," Ron Vance, director of the Midland Public Service District, told The Inter-Mountain Friday. "We've been working on this project for the past couple of years and with Thrasher putting the project out to bid, we are at the 10th or 11th stage."
Vance said once all the bids come in for the project, the Midland PSD will have a better idea of when the actual construction will begin.
"It all depends on the bids," he said. "We have to wait and see if they are consistent with our budgets and whatnot."
Vance said the new facilities will be a vast improvement over where the Midland PSD is currently operating.
"The buildings that we use right now are both from the 1960s," he said. hape than the shop is right now, it really doesn't meet code. But we work with what we need to," he said.
The Randolph County Commission provided some funds for this project and has also supplied the Midland PSD other funding during the past two years.
In July 2022, the commission awarded the Midland PSD $750,000 to go toward its water line project in the Bowden area of Randolph County. In 2001, the commission supplied the PSD with $500,000 for the project that will provide water to 100 new customers in the Bowden area.
The estimated cost for the project is $3.75 million and both commission funding allocations came from the county's American Rescue Plan Act funds.
Vance said the total cost of the District Office and Shop Building Project will be determined once the construction bids come in. He added that work construction will likely begin this year.
"We don't know the exact numbers yet, that's what the bids are for," he said. "We will find all that out at a later date once everything is in."
According to the notice, the project includes the following work: All labor, materials, equipment, fees, insurance, bonds, taxes and similar contractor expenses as required for the construction of a one story, 40x30x13 office and 60x80x20 shop, per-engineered metal building, slab on grade structure with masonry veneer and siding, and metal roof.
Work at the buildings also includes all related plumbing, heating, air conditioning, electrical work, site related work, and utilities. The work will be substantially completed within 240 calendar days after the date when the contract times commence to run.
