City of Elkins officials gather for 2023 ballot-order drawing

ELKINS -- Elkins officials gathered in City Hall Tuesday morning for the certified ballot-order drawing for the 2023 Elkins Municipal Election.
City Clerk Sutton Stokes was joined by Ballot Commissioners Christy Tribble and Tom Cain for the drawing in the city council chamber. Candidates Pat Varchetto (First Ward) and Linda Vest (Fifth Ward) were in attendance for the drawing.
The following are the ballot results of the drawing:
In the First Ward race, the candidates will be listed on the ballot in the following order: Phillips B. Kolsun, Cody Kerns, Michael C. Elza and Pat Varchetto.
Incumbent Mike Hinchman has filed for re-election in Second Ward. The term for this seat will end in 2027.
Chris Lowther, an incumbent Third Ward council member, has also filed for re-election. This term will also end in 2027.
An additional seat in Second Ward and another in Third Ward on the ballot will be for a term of just two years, as the current council members were appointed to those seats after a previous representative stepped down.
Lisa Severino, who was appointed to a Second Ward seat last year, has filed to be on the ballot for the position. The term for that seat will end in 2025.
Chad Griggs, who was appointed to the Third Ward seat, did not file to run in the election. However, Erika Plishka has filed to run for that Third Ward seat.
In Fourth Ward, the candidates will be listed on the ballot in the following order: Andrew Carroll and Elizabeth "Liz" Marshall-MacVean.
In Fifth Ward, the candidates will be listed on the ballot in the following order: Cody H. Thompson, Linda H. Vest and Burley A. Woods.
Mayor Jerry Marco is running uncontested for re-election.
Election day is scheduled for June 13 and early voting is set to begin on May 31.
As a result of the new city charter adopted in 2020-2021, mayors will be elected to a four-year term beginning with this upcoming election. Council members are also elected to four-year terms.
Two council members are elected from each of the city's five wards, for a total of 10 council members. Terms are staggered so that only one seat from each ward is on the ballot at each biannual city election.
