PARSONS -- A Parsons man is behind bars after allegedly sexually assaulting and strangling a woman.
Jasper Wayne Snyder, 25, of Parsons, is being charged with felony counts of sexual assault and strangulation. Snyder is currently lodged in the Tygart Valley Regional Jail on a $25,000 cash or surety bond set by Tucker County Magistrate Brian Wilfong.
According to a criminal complaint filed by West Virginia State Police Trooper C.A. Hawkins, around midnight on June 9, Hawkins was dispatched to investigate a sexual assault complaint in the emergency room at Davis Medical Center in Elkins. Hawkins obtained a written statement from the alleged victim.
According to the complaint, the alleged victim stated they met with Snyder just to talk, and Snyder got into their vehicle and told the alleged victim to drive. She said they drove until Snyder told her to stop.
"(The alleged victim) stated that Mr. Snyder forced her into the backseat and told her to lay down," the complaint states.
The alleged victim stated she froze and couldn't speak. She told police Snyder used rope to tie her arms and legs and started choking her, according to the complaint.
According to the complaint, the alleged victim was released from DMC and sent to Ruby Memorial Hospital in Morgantown to undergo a sexual assault medical forensic examination.
The complaint states that Hawkins met with the alleged victim again on June 15 and for a follow-up statement. The alleged victim told the officer she had an on- and off- relationship with Snyder for several years.
"After he was finished, he said it was fun and wanted to make it a weekly thing," according to the complaint. "(The alleged victim) states that Mr. Snyder said that if she told anyone, he would make it look like she set it up."
Hawkins made contact with Snyder on June 21 and obtained a statement, the complaint reads. Snyder allegedly told the officer that he has not seen the alleged victim in two years.
Hawkins traveled to Ruby Memorial Hospital on July 5 to retrieve the records of the sexual assault medical forensic examination, police documents state.
"Upon arrival, the undersigned officer made contact with on-duty SANE nurse, who advised this officer that (the alleged victim) suffered an approximate 1-inch laceration to her carotid artery as a direct result of being strangled," the complaint states.
