Frame indicted for attempted murder

PHILIPPI — A Clarksburg man was indicted on two counts of attempted murder, one of 27 people indicted by a Barbour County Grand Jury this week.

Matthew Logan Frame, of Clarksburg, was indicted on two counts of attempted murder, one count of wanton endangerment, two counts of being a prohibited person in possession of a firearm, being in possession of a controlled substance with intent to deliver, fleeing in a vehicle in a manner showing reckless indifference to the safety of others, having no insurance, driving suspended/revoked (non-DUI), second offense, two counts of destruction of property and drug conspiracy.

Frame, 36, is being held in the Tygart Valley Regional Jail without bail. 

Police were seeking Frame in regard to an incident that occurred at approximately 4 a.m. on March 6. According to police, an argument near the intersection of Crim Avenue and Brown Avenue in Belington quickly escalated into a shooting involving a handgun. 

The shooting left one female injured and her vehicle damaged with bullet holes from the gunfire, police said. She was transported to the hospital and treated for her injury before being released, officials said.

On March 7, officers received information that Frame had left a residence on Leading Creek Road with a woman and was headed toward Elkins on US 219 in a gray Volkswagen Jetta, police said. 

The Jetta was spotted in Junior by Mountain Region Special Response Team personnel. Officers ordered the driver to exit the vehicle, but the Jetta sped away, police said. Officers followed with lights and sirens activated.

The Jetta then turned onto Harding Road, “where other MRSRT members were attempting to get stop sticks in place,” police said. The driver allegedly spotted the personnel, “skidded sideways and performed a reckless U-turn and came back in the direction of the pursuing cruiser.” The officer driving the cruiser was forced to steer abruptly to the right to avoid a collision.

The Jetta then traveled onto Harding Road in Barbour County and then drove back into Junior on Rt. 250, police said. The vehicle then turned left onto Bridge Street, then to River Avenue and turned right. The pursuit continued on “multiple side roads” and eventually the Jetta drove back into Junior again.

“The defendant then pulled into (a) car wash, striking a concrete wall,” police said. The driver “then attempted to come through the car wash, where MRSRT personnel had pulled a cruiser in front of the wash bay … the defendant intentionally ran into the cruiser.”

Others indicted Monday by the Barbour County grand jury include:

∫ Stephen Tomey Baldwin, of Belington, has been indicted on one charge of possession of a controlled substance with the intent to deliver, and five counts of being a prohibited person in possession of a firearm.

∫ Coty Alan Brown, of Hambleton, has been indicted on 20 counts of sexual abuse in the first degree, and 20 counts of sexual abuse by a parent or guardian.

∫ Chad Eric Carpenter, of Belington, has been indicted on charges of grand larceny and conspiracy.

∫ Johnny Eugene Chidester, of Rock Cave, has been indicted on charges of possession of a controlled substance, being a prohibited person in possession of a firearm, having no insurance, and driving while license is suspended or revoked (non-DUI).

∫ Edmund Michael Cogar, of Clakrsburg, was indicted on charges of possession of a controlled substance with the intent to deliver, drug conspiracy and driving while under the influence of a controlled substance.

∫ Heather Jo Cogar, of Clarksburg, was indicted on charges of possession of a controlled substance with the intent to deliver, and drug conspiracy.

∫ John Robert Counts, of Beckley, was indicted on one charge of fraudulent schemes.

∫ Rachel Ann Gassnola, of Elkins, was indicted on possession of a controlled substance with the intent to deliver.

∫ Breana Ray Gill, of Belington, was indicted on receiving or transferring stolen property, forgery and uttering.

∫ Melissa Sue Long, of Fairmont, was indicted on two counts of possession of a controlled substance with the intent to deliver, and drug conspiracy.

∫ Rebecca Lynn Marsh, of Philippi, was indicted on one count of malicious assault.

∫ Tiffany Amanda Mauller, of Philippi, was indicted on two counts of possession of a controlled substance with the intent to deliver, and drug conspiracy.

∫ Esker Neal McCauley, of Belington, was indicted on four counts of failure to register or provide notice to change in sex offender registry information, second or subsequent offense.

∫ Joseph Michael Meadows, of Mabie, was indicted on fleeing in a vehicle while under the influence, and destruction of property.

∫ Jeffrey Lynn Morris, of Grafton, was indicted on two counts of possession of a controlled substance with the intent to deliver.

∫ Christopher Olof Pitman, of Flemmington, was indicted on four misdemeanor counts of being a prohibited person in possession of a firearm.

∫ Kevin Dale Poling, of Philippi, was indicted on counts of driving while license suspended or revoked for DUI, third offense; false evidences, forgery, etc. of title and registration, and having no insurance.

∫ Eunice Marie Reed, of Volga, was indicted on counts of malicious assault, and brandishing.

∫ Jacob Isaac Reed, of Buckhannon, was indicted on one count of false evidences, forgery, etc. of title and registration.

∫ Zachary Talon Rosier, of Philippi, was indicted on counts of strangulation, grand larceny, being a prohibited person in possession of a firearm, and 25 counts of violation of a domestic violence protective order.

∫ Hunter Lee Shahan, of Elkins, was indicted on counts of fleeing in a vehicle in a manner showing reckless indifference to the safety of others, and destruction of property.

∫ Colton Lane Sinsel, of Philippi, was indicted on counts of false pretenses, forgery and uttering.

∫ Jesse Howard Skidmore, of Belington, was indicted on two counts of burglary, and one count of grand larceny, and one count of petit larceny.

∫ David Allen Starkey, of Flemmington, was indicted on three counts of possession of a controlled substance with the intent to deliver.

∫ David Michael Swauger, of Buckhannon, was indicted on one count of escape.

∫ Jerry Lovett Thorne, of Belington, was indicted on one count of grand larceny, and one count of conspiracy.

Arraignments will be Wednesday, Nov. 8 beginning at 9 a.m. in the Barbour County Courtroom in Philippi. All defendants are presumed innocent until and unless proven guilty.
