$5M paving project set in Randolph
ELKINS — A $5 million bid on a paving project in Randolph County has been accepted by the state Division of Highways.
West Virginia Paving Inc. was the low bidder on the paving work on US 33 from Upper Isner to Kelly Mountain, with a bid of $5,482,518.63, officials announced Monday.
West Virginia Paving, Inc., a CRH Company, is an asphalt producer, paving contractor, and highway construction contractor with operations in the state of West Virginia and Northern Virginia. West Virginia Paving operates 13 asphalt plants in the state of West Virginia and 2 asphalt plants in Northern Virginia (W-L Construction & Paving), and other partnerships throughout the state.
West Virginia Paving, Inc.’s main office is in Dunbar, with other West Virginia offices in Parsons and Beckley.
A $500,000 Upshur County paving project was also announced by the DOH on Monday.
J.F. Allen Company was the low bidder on the paving project on Old Weston Road, with a bid of $533,482.78.
The DOH also approved a bid on a $400,000 bridge renovation in Upshur County.
Catts Construction Inc. was low bidder on a renovation project on the Sheriff Fred Gaudet Bridge on US 33, with a bid of $407,117.
The most expensive bid among the 19 paving projects and multiple bridge project bids announced Monday was a nearly $14 million paving effort on Corridor G.
The project will repave a nearly seven-mile stretch of four-lane Corridor G in Mingo County.
West Virginia Paving Inc. was low bidder on the project to repave all four lanes of Corridor G from Myrtle to the Logan County line, a distance of 6.85 miles. The bid amount was $13,882,788.35.
Several factors are considered before awarding a bid, including whether a bid falls above or below the WVDOH Engineer’s Estimate and by what percentage, officials said. In cases where a bid is above the Engineer’s Estimate, WVDOH must consider the project need, repercussions of not awarding the project, additional funding sources, and whether sufficient reasons exist for the differences in estimates. Most projects are reviewed, analyzed and awarded within a week of the bid letting, but the process can take longer.
When the Division of Highways has a project that is determined to be best constructed by a contractor, it is processed through the bid letting system, officials said. A letting is a scheduled opportunity for contractors to review and bid on several construction projects at one time.
Lettings are held either once or twice per month and conducted through the Bid Express System online at www.bidx.com and handled through the Contract Administration Division. Contractors need to subscribe to Bid Express before bids can be accepted on any project.
