Randolph Commission appoints interim director for 911 Center

ELKINS -- The Randolph County Commission appointed Rob Daman as interim director of the county's Office of Emergency Management and 911 Center during its regular meeting Thursday at the James F. Cain Courthouse Annex.
Daman replaces Shonna Fox, who Randolph County Commissioner David Kesling said is no longer serving as the county's OEM/911 director.
"I can confirm that Shonna Fox is no longer employed by the Randolph County Commission," Kesling said. "That's why we had the matter of putting an interim director on the meeting's agenda. It's a personnel matter which I can not discuss any further."
Fox was hired as OEM and 911 director in December 2021 at a salary of $60,000 with full county benefits. Fox replaced Cindy Hart and had served as Barbour County OEM director prior to being hired in Randolph County.
In October 2021, the county commission voted to terminate Hart, and then-Randolph County OEM Deputy Director Jim Ancell.
Kesling said Thursday the vacant OEM/911 director position is already posted for those wishing to apply.
"We have full confidence in Rob until we find a permanent director," Kesling said. "We already have the job out there listed and we've had several candidates already apply."
Daman currently serves as deputy director for the Randolph County Office of Emergency Management and 911. He was hired to the position in February 2022. Daman has spent the last 10 years working for the Randolph County OEM. He served as a dispatcher for eight years before working at his current position.
Daman was previously a dispatcher for the Barbour County OEM for four years.
"We know that Rob can handle every aspect of what the job has to offer and that's why we put him in the role as interim director," Kesling said. "He has a great deal of experience working with the Office of Emergency Management."
The Randolph County OEM is responsible for the planning, coordination and implementation of all emergency management and Homeland Security related activities for Randolph County.
The RCOEM's mission is to develop and maintain emergency plans and coordinate the use of county, state and federal resources to prepare, respond, recover and mitigate the effects of natural and man-made disasters on the citizens of Randolph County.
