ELKINS -- An Elkins woman is behind bars after law enforcement allegedly found her in possession of illegal substances during a traffic stop.
Hailey Hope Collins, 27, of Elkins, is being charged with two felony counts of possession with intent to deliver a controlled substance. She is currently lodged in the Tygart Valley Regional Jail on a $10,000 cash-only bond set by Randolph County Magistrate Tracy M. Harper.
According to a criminal complaint filed in Randolph County Magistrate Court, on Wednesday, Elkins Police Department Patrolman J.H. White conducted a traffic stop on a Hyundai rental vehicle on Gilmore Street in Elkins because the driver crossed the middle line multiple times.
"I activated my lights at the beginning of Gilmore Street off North Randolph Avenue, but the vehicle did not yield ... 'til the end of Gilmore Street and continued to pull into the back area of Dawson's tow lot," White writes in the complaint. "The driver immediately exited the vehicle and began stating she did nothing wrong as (she) proceeded to approach me."
According to the complaint, White was familiar with Collins and knew she had a prior criminal history with drugs. EPD Officer D.T. Sayre arrived on scene to assist and White deployed K9 Drax for a free air sniff. The K9 displayed several of his alert behaviors.
"I then conducted a search of the vehicle based on the positive K9 alert," White writes in the complaint. "Located within the vehicle underneath the driver's seat was a metal box that held a glass pipe with white residue commonly used to smoke methamphetamine, as well as three bags containing a white crystal substance consistent with methamphetamine and also one bag containing many white rectangular pills the defendant stated, post Miranda warning, was Xanax."
According to the complaint, Collins confirmed the three bags contained methamphetamine, and officers also located $1,220 within the vehicle and on Collins.
Collins also told officers she did not have a job, police said. The vehicle was taken into custody by Dawson's Towing, and Collins was taken to the EPD for processing and then the TVRJ.
