MONTROSE -- A Randolph County man has been charged with kidnapping after allegedly holding a woman captive and threatening to kill her Tuesday.

Brian Douglas Broseker, 53, of Montrose, has been charged with kidnapping, conspiracy and intimidation of and retaliation against public officers and employees, jurors and witnesses. He is being held at Tygart Valley Regional Jail without bond. The condition was set by Randolph County Magistrate Ben Shepler.

According to the criminal complaint, prepared by Sgt. Joshua Tallman of the West Virginia State Police, on Tuesday morning, Lt. Bryan Talkington "responded to a stalking call involving a former reliable confidential informant for the" Mountain Region Drug Task Force. She told police "some people on drugs were after her" and she "was transported to Davis Medical Center for evaluation and overdose."

The woman told officers she was staying at a Montrose residence with two women and two men, including Broseker, the complaint states. She said that at about 4 a.m. on Tuesday, she heard raised voices, and then Broseker came and "asked her to do a line of methamphetamine." She said they also woke one of the other women up and told her, "You don't want to miss this."

The woman said "everyone was being nice to her and they were handing out cigarettes," according to the complaint. She said the other man gave her the "suspected methamphetamine and then she snorted it." She said the two men then told her "she was going to die within two hours because of the dope they had just given her."

She said Broseker and the other man said "they knew she was a 'rat' and showed her court documents from Barbour County with her name on it," the complaint states. She said the two men told her "if they hadn't given her enough to overdose that they would give her more by" 1 p.m.

The woman said Broseker and the other man "discussed what they were going to do with her body once she was dead," and talked about "putting her body in a pond or taking it up to a cabin and burying her," according to the complaint.

She said Broseker and the other three people "took turns holding her to a chair against her will" and that Broseker was the last one holding her down, and he began to "nod out," the complaint states.

She told officers she pushed Broseker down "and ran out of the house to the neighbors' house where she hid and called 911."
