Maryland pair facing charges after vehicle crash

Sines

PHILIPPI — A Maryland man and woman both face felony charges after the man allegedly crashed a vehicle, while under the influence of drugs, with a juvenile passenger inside.

Henry Obrian Sines, 33, and Angela Marie Hoover, 36, are both charged with child neglect creating risk of injury, a felony. Sines and Hoover are both currently being held in Tygart Valley Regional Jail on separate $60,000 surety/cash bonds.

According to the criminal complaint filed by Corporal C. Parks with the Barbour County Sheriff’s Office, on May 22, officers were dispatched to Peel Tree Road on U.S. Route 119 for a “single-vehicle motor vehicle crash involving two adults and one juvenile passenger.”

When Parks arrived on the scene, he conducted an on-scene investigation and, according to the complaint, found that the crash was the result of “driver impairment.” The driver was identified as Sines.

Patrolman T. Cooper of the Belington Police Department conducted a series of field sobriety tests on Sines and determined that Sines was “under the influence of a controlled substance,” the complaint states.

Hoover

According to the complaint, during a subsequent pat-down search, Sines was asked to empty his pockets and allegedly produced a “green leafy substance consistent in appearance and odor with marijuana.” Further searching on Sines allegedly revealed a small quantity of a “crystal like substance” that the complaint states Sines identified to officers as methamphetamine.

During an interview, Hoover, the mother of the juvenile in the vehicle at the time of the crash, admitted to officers that she was aware that Sine had “consumed marijuana prior to operating the vehicle,” according to the complaint.”

“Based on the totality of circumstances and evidence obtained,” officers executed a search warrant for Sines’ blood and medical records, which, according to the complaint, found that Sines had amphetamines, cannabis, cocaine and buprenorphine (suboxone) in his system.
