One incumbent defeated in Elkins

ELKINS — An incumbent Fifth Ward Elkins City Council member was defeated in Tuesday’s municipal election.
In the only other contested race in the election, a Fourth Ward council member was successful in her re-election bid.
In Fifth Ward, challenger Burley Woods garnered 49 votes, defeating incumbent David Parker, who tallied 35 votes, according to unofficial election results.
After the results were announced Tuesday night, Woods joked that “third time’s the charm.” Woods ran unsuccessfully for the Fifth Ward council seat in 2023 and in 2021.
“I moved back to West Virginia in 2019, and I saw everything the world had to offer… and I wanted to be able to bring something back that most of our citizens have never had the opportunity to see,” Woods told The Inter-Mountain Tuesday night.

“So the reason I ran was for that. To make Elkins better. I still want to keep our charm, but I want to push us to the next level. I want to see us succeed. I want to see us move forward, and just not stay stagnant. Because if we stay stagnant, we die.”
In Fourth Ward, incumbent Nanci Bross-Fregonara received 131 votes, while her challenger, Jon Clingerman, totaled 35 votes.
“I’m really excited about (winning) and I’m so appreciative of everybody who did canvassing for me and gave me support,” Fregonara told The Inter-Mountain Tuesday night after the results were announced.
“I think it’s really fantastic that the person I was running against had such a positive attitude and was (running) because he believes in Fourth Ward and the city… I think there’s a lot of things happening in the city of Elkins that I’m really excited to be a part of.”
The Fourth and Fifth wards were the only two contested City Council races this election.

Bross- Fregonara
In First Ward, incumbent Rob Chenoweth, who ran unopposed, received 36 votes. There is one provisional ballot from this ward still pending.
Second Ward incumbent Lisa Severino, who was also unopposed, tallied 35 votes. There are two provisional ballots from this ward that are still pending.
In Third Ward, incumbent Erika Plishka, who ran unopposed as well, garnered 10 votes.
Council members serve four-year terms.
Polls closed at 7:30 p.m. on Tuesday. The results were announced by Elkins City Clerk Sutton Stokes at the Phil Gainer Community Center on 142 Robert E. Lee Ave.
Elkins Mayor Jerry Marco was in attendance for the announcement of the results, along with Chenoweth, Severino, Fregonara, Woods, Clingerman, Fourth Ward Council Member Andrew Carroll, as well as supporters and other members of the community.
There was no race for mayor in the 2025 election due to the 2021 charter change, which states that the mayor of Elkins now has a four-year term limit. Marco’s current term, which began July 1, 2023, will not expire until 2027.
The City of Elkins will conduct vote canvassing on June 16, at 11 a.m. at the Phil Gainer Center. The final certification of the election results will take place on June 18, also at the Phil Gainer Center.
