West Virginians demanded generational change in November after years of mass migration, inflation, and progressive insanity. They demanded a secure border, lower costs, and a return to commonsense. Today, on our nation’s 249th Independence Day, President Trump is set to deliver on that America First agenda by signing the One Big Beautiful Bill into law. 

President Trump’s signature legislation is a huge win for the American people that puts our nation on the path to a new Golden Age. I’m proud to have voted in favor of this legislation that puts America First.

The One Big Beautiful Bill gives the Trump Administration the tools it needs to reclaim our national sovereignty and ramp up mass deportations. It delivers the largest tax cut for working and middle-class families in American history. It also unleashes American energy, which is critical to powering our economy, reindustrializing the heartland, and winning the global AI arms race.  

Permanently Securing the Border and Homeland 

A nation doesn’t have sovereignty without secure borders. The One Big Beautiful Bill gives President Trump the tool he needs to finish the job and restore our national sovereignty. 

President Trump’s bold leadership has already driven illegal border crossings down an astounding 99 percent. U.S. Customs and Border Protection confirmed that in May of this year, not a single illegal alien was released into the United States, a stark contrast to the approximately 62,000 released in May of 2024. This confirms that mass migration was a policy choice, and all we really needed was a new president committed to putting America first.

However, despite this incredible initial success, tens of millions of illegal aliens remain in the country as a result of President Biden’s porous border policies. President Trump needs to finish the wall and engage in the largest deportation operation in American history to undo the Biden border invasion. 

To achieve that end, the One Big Beautiful Bill invests $175 billion to permanently secure the border and conduct mass deportations. The legislation also more than doubles ICE detention capacity, expedites removal proceedings, finishes the border wall, and allows the administration to hire thousands of additional ICE agents and Border Patrol personnel. 

Slashing Taxes for Workers and Families

Republicans ran on reducing the burden on workers and families, who for years struggled with higher costs and stagnant wages. 

That’s exactly why we eliminated tax on tips. Under this bill, tipped workers will see, on average, a $1,700 increase in take home pay. We also eliminated tax on overtime, a boon for the 22 percent of West Virginia workers who regularly put in extra hours — this is especially important for law enforcement officers. For families, we increased and made permanent the child tax credit and expanded the adoption tax credit. 

These are major wins for working-class Americans.

For seniors on fixed incomes, we slashed tax on Social Security benefits. In fact, 88 percent of seniors receiving benefits will pay zero income tax under the One Big Beautiful Bill.

This legislation is the largest tax cut for the working class in American history. When coupled with significant deregulation and the new trade deals being negotiated by the Administration, I’m confident we’ll see this economy take off like a rocketship.

Making America Energy Dominant

Energy is the lifeblood of the Mountain State, and with the One Big Beautiful Bill, we’ll unleash our natural resources like never before. Instead of demonizing fossil fuels to appease radical climate change activists, this bill embraces the precious resources under our feet to power America’s new Golden Age.

It took 14 years to get the Mountain Valley Pipeline operational — this is completely unacceptable and cannot happen if we are serious about winning the AI race and being an energy dominant nation. That’s exactly why this legislation creates an expedited permitting process for companies that pay a fee – reducing approval times from 14 years to less than two years. This will bring market certainty, reduce energy costs, and position West Virginia to lead America’s energy revolution.

Additionally, our country currently faces a terawatt challenge. If we are to succeed in rebuilding our manufacturing base and powering the AI revolution, our grid will require significant additional baseload power. Wind and solar cannot meet that demand – only an all of the below – the ground – strategy that unleashes coal, gas, and oil reserves can do it. 

This President is laser focused on achieving American energy dominance, and the hardworking men and women of West Virginia, along with our abundant natural resources, will play a critical role in making that vision a reality.

Returning Commonsense to Washington

Not only does our bill deliver major policy victories; it also restores sanity to Washington. We finally defunded Planned Parenthood in this legislation, ensuring Americans’ tax dollars no longer support this evil industry. We cut spending by more than $1.35 trillion, a significant first step to getting our fiscal house in order. We put commonsense work requirements in place for able-bodied Medicaid recipients, something that’s incredibly popular and strengthens the program for the many West Virginians who sincerely need it. We increase the death tax exemption, which will help our nation’s farmers. We also permanently extend the Section 199A tax deduction for pass-through businesses – putting Main Street first.
