Upshur woman behind bars after firearm incident

BUCKHANNON — An Upshur County woman faces six felony charges after allegedly entering a man’s home and firing a rifle at him.

Jocelyn Marie Krum, 28, is charged with two counts of wanton endangerment involving a firearm, two counts of burglary, one count of persons prohibited from possessing firearms, and one count of using or presenting a firearm during commission of a felony, all felonies.

Krum is currently being held at the South Central Regional Jail on a $25,000 cash-only bond.

According to the criminal complaint, filed by Cpl. Samuel W. Shahan with the West Virginia State Police, on Sunday, Shahan received a shooting complaint and was advised that a woman, later identified as Krum, “entered the residence of (the alleged victim) with a rifle and shot at (the alleged victim),” before fleeing the scene.

Shahan writes that the alleged victim said he had been watching television when he heard his door open and saw Krum “holding a rifle to his head.” The alleged victim said Krum didn’t say anything and went back outside, but then returned, saying she was “going to kill (the alleged victim)” and fired a shot in his direction. The alleged victim told Shahan he then proceeded to chase Krum out of his home.

Shahan, according to the complaint, requested to review the alleged victim’s security footage, which depicts Krum walking up the side of the alleged victim’s residence from the roadway. Krum was seen on the security footage allegedly entering the home with a black “scoped rifle.” A “muzzle flash” from the rifle when Krum fired it was also allegedly shown on the security footage.

Shahan also spoke with Krum’s father, who is a neighbor of the alleged victim, the complaint states.

Krum’s father stated that he heard a “boom” and went outside, but assumed that the alleged victim had “blew his tractor up.” When told by the alleged victim that someone had shot at him, Krum’s father said he witnessed someone running up the road in black clothing. 

According to the complaint, after initially going back inside and locking his door, Krum’s father heard Krum yelling and went back outside. He then overheard Krum allegedly yell, “I’m going to kill that mother****er.” Krum’s father walked to the end of his driveway and called out to Krum, who allegedly responded, “Dad, I’m going to kill him.”

A spokesperson from the West Virginia State Police’s Buckhannon Detachment confirmed that Krum was arrested in Kanawha County on Monday.
