Barbour couple facing child neglect charges

BELINGTON — A Belington couple have been arrested after allegedly failing to report the sexual assaults of two juveniles, police said.

Robert Edward Bremingan, 41, and Shawnel Laea Bremingan, 40, have each been charged with one felony count of child neglect creating risk of injury. They are being held in the Tygart Valley Regional Jail, each on a $100,000 cash/surety bond.

According to the criminal complaints, prepared by Corp. Calvin Parks of the Barbour County Sheriff’s Department, on Sept. 11 the officer conducted an interview with Robert Bremingan in reference to child neglect. The defendant said “he knew why he was being questioned.”

Asked about a sexual assault that had occurred to a juvenile, Robert Bremingan said “he was made aware of the incident back in July 2025” by a friend of the juvenile, the complaint states. Shawnel Bremingan told the officer she had taken the juvenile on a car ride and asked if the alleged incident was true. The juvenile told her it was true, and Shawnel Bremingan relayed that to her husband, Robert.

The couple “failed to report the incident to law enforcement … creating a risk of it happening again,” according to the criminal complaint. During a CAC interview, the juvenile allegedly disclosed that another juvenile had been assaulted as well.

The Bremingans “stated that they failed to report the incident to law enforcement because they were afraid of going to jail,” according to the complaint.
