Randolph Grand Jury indicts 35
ELKINS — A Randolph County Grand Jury returned 36 indictments Monday, involving 35 individuals, for alleged crimes including malicious assault, arson and grand larceny.
Shi Span Pink, 48, was indicted on one count of malicious assault, and one count of assault during the commission of a felony, both felonies, and one count of battery, a misdemeanor.
Pink allegedly cut the face of Chen Shu Shuo, 56, during an altercation at Sakura Japanese Restaurant in Elkins in August.
Roy Allen Carr, 33, was indicted on one count of arson in the first degree, and one count of burglary, both felonies; and one count of destruction of property, and one count of cruelty to animals, both misdemeanors.
The crimes of which Carr is accused allegedly took place in Valley Bend in May.
Kevin Shane Elswick, 33, of Sugar Grove, was indicted on one count of grand larceny, and one count of possession of a stolen vehicle, both felonies.
Elswick is accused of stealing a juvenile’s dirt bike worth more than $2,000 in the Beverly area in April.
In a separate and unrelated indictment, Elswick was indicted on one count of possession of a stolen vehicle, a felony.
Brian David Lang, 33, of Valley Head, was indicted on one count of sexual abuse in the first degree, and one count of delivery of a controlled substance, both felonies.
Mika Shane Morris, 34, of Cowen, was indicted on one count of soliciting a minor via computer, one count of attempted possession of material depicting a minor engaged in sexually explicit conduct, one count of attempted employment or use of minor to produce obscene matter or assist in doing sexually explicit conduct, one count of attempted employment or use of minor to produce obscene matter or assist in doing sexually explicit conduct, one count of use of obscene matter with intent to seduce a minor, all felonies.
Pete R. Perez, 45, of Valley Head, was indicted on one count of soliciting a minor via computer, one count of possession of material depicting a minor engaged in sexually explicit conduct, one count of employment or use of minor to produce obscene matter or assist in doing sexually explicit conduct, and two counts of delivery of a controlled substance to persons under the age of 18, all felonies; and two counts of child abuse creating risk of injury, a misdemeanor.
Perez was arrested on May 31 in a multi-department felony fugitive apprehension attempt.
Jakob Joshua Plumley, 24, of Elkins, was indicted on one count of burglary, and one count of malicious assault, both felonies, and one count of destruction of property, a misdemeanor.
Plumley was arrested after allegedly breaking into a house in Elkins and holding a knife to a resident’s throat in March.
Carla Loufti, 54, of Elkins, was indicted on 31 counts of Medicaid fraud, 38 counts of forgery, one count of fraudulent schemes, and one count of conspiracy, all felonies.
Jonathan Jacob Ross, 39. was indicted on three counts of possession with intent to deliver a controlled substance, and one count of conspiracy, a felony.
Mikela Marie Mitchell, 40, was indicted on two counts of grand larceny, a felony.
Christopher Edward Knotts, 41, was indicted on one count of fleeing in a vehicle with reckless indifference, a felony; and one count of reckless driving, and one count of operating a motor vehicle exceeding speed limitations, both misdemeanors.
Candice Marie Jordan, 41, was indicted on one count of transportation of controlled substances onto the grounds of a correctional facility, one count of possession of a controlled substance by inmate, and one count of offense committed by inmate, both felonies.
Mitchell Lane Johnson, 43, was indicted on one count of possession with intent to deliver a controlled substance, a felony.
Mercedes Lynn Lewis, 33, was indicted on one count of transportation of controlled substances onto the grounds of a correctional facility, one count of possession of a controlled substance by inmate, and one count of offense committed by inmate, all felonies.
Jonathan Wayne Smith, 44, of Baker, was indicted on four counts of possession with intent to deliver a controlled substance, and one count of conspiracy, both felonies.
Megan Lynn Britton, 41, of Belington, was indicted on two counts of fraudulent use of an access device, a felony; and one count of fraudulent schemes, a misdemeanor.
Bryon Michael Eader, 48, of Grasonville, Maryland, was indicted on three counts of delivery of a controlled substance, a felony.
Heather Dawn Crawford, 43, of Maysville, was indicted on four counts of possession with intent to deliver a controlled substance, and one count of conspiracy, both felonies.
Brooklyn Nadia D’Angelo, 24, of Elkins, was indicted on one count of fraudulent schemes, and one count of fraudulent use of an access device, both felonies.
Kenny Lee Hayes, 48, of Mannington, was indicted on one count of obtaining services, goods, or property in return for worthless check, and one count of fraudulent schemes, both felonies.
Jessica Lynn Griffiths, 38, was indicted on three counts of shoplifting, third offense, a felony.
Kyle Jordan Howard, 30, of Belington, was indicted on one count of burglary, one count of domestic battery, third or subsequent offense, and one count of domestic assault, third or subsequent offense, all felonies.
Steven Robert Ross, 41, of Belington, was indicted on three counts of possession with intent to deliver a controlled substance, and one count of conspiracy, both felonies.
Charles Blaine Simmons, 53, of Elkins, was indicted on five counts of fraudulent schemes, a felony.
Randy Junior Snelson, 48, of Huttonsville, was indicted on four counts of delivery of a controlled substance, and one count of conspiracy, both felonies.
Stacy Elaine Armstrong, 49, of Huttonsville, was indicted on four counts of delivery of a controlled substance, and one count of conspiracy, both felonies.
Joseph Wayne Strawder, 31, of Elkins, was indicted on one count of failure to register as a sexual offender or provide notice of registration changes, a felony.
Michael Paul Wamsley, 43, of Mill Creek, was indicted on one count of driving while license revoked for DUI, third offense, a felony; and one count of defective equipment, a misdemeanor.
Laura Elizabeth Watson, 40, of Quinwood, was indicted on one count of fraudulent schemes, and 11 counts of uttering, both felonies.
Travis Charles White, 48, was indicted on one count of grand larceny, and one count of possession of a stolen vehicle, both felonies.
Joshua Thomas Wilson, 34, of Elkins, was indicted on one count of grand larceny, a felony.
Michael Jay Winn, 56, of Elkins, was indicted on three counts of delivery of a controlled substance, a felony.
Hunter Thompson, 26, of Elkins, was indicted on one count of fraudulent schemes, and one count of conspiracy, both felonies.
Richard Lewis Ripley III, 37, was indicted on four counts of failure to register as a sexual offender or provide notice of registration changes, 2nd or Subsequent Offense, a felony.
Bond return for the indictments returned by the October 2025 term of the Randolph County Grand Jury will be in November, at which time bond will be set and trial dates will be determined.
The fact that a defendant has been charged with a crime is merely an accusation and all defendants are presumed innocent until and unless proven guilty.
