OAKLAND — A Maryland man faces murder charges after allegedly shooting an Oakland woman near the West Virginia-Maryland border this week.

Joseph Neal Tolliver, 22, of Oakland, is charged with first-degree murder, second-degree murder and use of a firearm in the commission of a crime of violence, all felonies.

According to a press release from the Garrett County Sheriff’s Office, on Monday, March 2, detectives with the Criminal Investigation Division of the Garrett County Sheriff’s Office arrested Tolliver in connection with a homicide investigation.

At approximately 1:30 a.m. on Monday, deputies responded to a residence on Kempton Road, which is just past the Tucker County, West Virginia-Garrett County, Maryland border, for a reported death investigation, the press release states. Detectives with the Criminal Investigation Division, Detectives with the Narcotics Task Force, along with the Sheriff’s Office Crime Scene Investigator also responded to the scene.

During the investigation, it was determined that Donna May Resor, 62, of Oakland, died as a result of a gunshot wound, the press release states. As a result of the investigation, Tolliver was arrested.

“I want to thank our detectives for their outstanding investigative work,” Garrett County Sheriff Bryson Meyers said in the release. “Their persistence, attention to detail, and dedication were instrumental in moving this case forward. The community can be confident knowing we have professionals of this caliber serving and protecting them.”

Tolliver was transported to the Garrett County Detention Center, where he is currently being held pending a bond hearing, the release states.
