Details released in Mill Creek traffic fatality

MILL CREEK — Additional details have been released regarding a Randolph County woman who is charged with vehicular homicide in connection with an October 2025 traffic fatality.

April Dawn Kenney, 43, of Mill Creek, is charged with one count of vehicular homicide, a misdemeanor. Kenney was being held at the Tygart Valley Regional Jail on a $5,000 cash-only bond that has since been posted. According to Randolph County Magistrate Court records, Kenney pleaded not guilty to the charge.

The criminal complaint, filed by Trooper H.J. Bonetti with the West Virginia State Police, states that on Oct. 18 around 2:30 a.m., Bonetti was dispatched to a “motor vehicle versus pedestrian collision” on Back Road in Mill Creek.

Around 3 a.m., Bonetti made contact with Kenney, who was in the driver’s seat of a 2007 Hummer H2, the complaint states. The victim, who state police later identified as Amber Nicole Shreve, 38, of Beverly, was pronounced deceased at the scene.

Trooper T.J. Sclimenti obtained a written statement from Kenney, who advised that she had been traveling Back Road from east Dailey, the complaint states. Kenney allegedly said she had observed something black in the middle of the road and that the something black “looked like it was just sitting down.”

Kenney said she “struck something,” which was later identified as Shreve, the complaint states..

On April 2, Bonetti reviewed the crash reconstruction report, the complaint states. Senior Trooper C.A. Hawkins completed a CDR download of the vehicle, observing that the vehicle was traveling 52 mph “one second prior to impact.” Hawkins observed that the tires on the vehicle differed from the original manufacturer size and he used an online speed calculator to determine that the actual speed of the vehicle was 50 mph “at one second prior to impact.”

According to the criminal complaint, the posted speed limit on Back Road is 35 mph, meaning Kenney was traveling 15 mph over the posted speed limit, “creating a reckless disregard of the safety of others.”

On Thursday, Sgt. S.C. Allen in Charleston put out a release stating that, after a lengthy investigation by troopers from the Elkins Detachment and the West Virginia State Police crash reconstruction team, Kenney was arrested on Wednesday for vehicular homicide.
