Elkins Council accepts 3 demolition bids

ELKINS – Elkins City Council has accepted a more than $30,000 bid from Allegheny Excavating, LLC for the demolition and reclamation services of three properties.

During a recent council meeting, the eight present council members voted to approve a resolution that accepts Allegheny Excavating’s bid, and authorizes Elkins Mayor Jerry Marco to execute all necessary contracts and documents “consistent with the bid and applicable law.” Fourth Ward Council member Andrew Carroll and Fifth Ward representative Cody Thompson were absent from the meeting.

According to Resolution 1905, Allegheny Excavating’s submitted bid totaled $34,325 and was considered “the lowest responsive and responsible bid” for the city’s project. The resolution states the City Council believes that acceptance of this bid is “in the best interest of the City and consistent with applicable law.” Documents included with Resolution 1905 state that the demolition project will be paid for with funding from the West Virginia Dilapidated Properties Program’s (WV DLAP) grant award.

“Council hereby accepts the bid of Allegheny Excavating in the total amount of $34,325 for demolition and reclamation services as specified in the bid documents, and authorizes the Mayor to execute all necessary contracts and documents consistent with the bid and applicable law, subject to review as to form by the City Attorney,” Resolution 1905 states.

The demolition and reclamation services that Allegheny Excavating will be providing for the City of Elkins pertain to three properties within city limits. According to documents attached to Resolution 1905, the properties are at 12 Paul Street, 91 11th Street and 91 Ward Avenue.

Six companies, including Allegheny Excavating, submitted bids to the City of Elkins in regard to the work on all three properties. This included bids from Aster Oilfield Services from Hinton, Summers County; Smokey Joe, LLC from Beverly; The Dirt Doctor from Belington; Reclaim Company, LLC from Fairmont; and Varner Construction, LLC from Durbin. Allegheny Excavating is based out of Circleville in Pendleton County.

Allegheny Excavating submitted the lowest bid overall, with $11,725 for the property at 12 Paul Street, $9,925 for the property at 91 11th Street and $12,675 for the property at 91 Ward Avenue, the entire total equaling $34,325. According to Resolution 1905, the bids were read aloud on the morning of March 24, with the accepted bid picked that same day.
