Man wanted for 2010 Montrose assault charge arrested in Missouri

CAMDENTON, MO. – A man wanted in Randolph County for sexual abuse of a minor 16 years ago has been arrested in Missouri by the U.S. Marshals Service, officals say.
John D. Foster, 51, was taken into custody without incident from his residence in Camdenton, Missouri by U.S. Marshals on Wednesday, a release from the U.S. Marshals Service states. Foster has been wanted by the West Virginia State Police since 2010 after he allegedly sexually abused a minor in Montrose.
After the alleged assault, Foster moved to Missouri, according to the release. Due to limitations on extradition, Foster was able to evade arrest for the crime for 16 years.
According to the release, the arrest was made after U.S. Marshals in Missouri acted on a lead from U.S. Marshals in northern West Virginia. In March 2026, the U.S. Marshals’ Mountain State Fugitive Task Force made contact with the West Virginia Violent Crime and Cold Case Task Force to determine if Foster could still be investigated and arrested for the 2010 assault case. West Virginia State Police reopened the investigation on April 8, issuing a new arrest warrant for Foster and charging him with first-degree sexual assault.
Foster will be extradited back to Randolph County after facing the Camden County Court in Missouri.
According to the release, Foster was previously convicted in a 1996 rape case of a 13-year-old in Kansas City, Kansas. With the conviction, Foster was required to register as a sex offender. The release states that Foster was compliant with that requirement while living in Missouri.
