Beverly man facing sexual assault charges

BEVERLY – A Randolph County man faces 14 felony charges after allegedly sexually assaulting two children over the span of two years.
Jamey “Jay” Paul Kissel, 58, is charged with 12 counts of sexual assault and two counts of sexual abuse, all felonies. Kissel was being held at the Tygart Regional Jail on a $75,000 cash-only bond that has since been posted. According to Magistrate Court documents, as a condition of Kissel’s bond, he must remain on home confinement.
According to the criminal complaint, filed by Trooper H.J. Bonetti with the West Virginia State Police, on April 16, Bonetti met with the complainant, who advised that two children had disclosed they had been sexually assaulted while with Kissel at his Beverly residence. The next day, Bonetti reported the allegations against Kissel to Child Protective Services (CPS).
On April 30, Bonetti observed an interview with one of the children through the Child Advocacy Center, the complaint states. The child reported being touched by Kissel more than once and that these events took place at Kissel’s residence in his bedroom. The child allegedly said this happened over the course of two years, with the most recent being one month before the interview.
The child reportedly told the interviewers that Kissel had initiated sexual activities approximately six times over the two years, with the most recent time also being one month before the interview, the complaint states. The child allegedly said that, whatever Kissel did to them, they had to do back to him. Kissel allegedly told the child “don’t tell anybody, I can’t lose you.”
