Man facing forgery of registration charge

ELLAMORE — A Randolph County man faces charges in Randolph and Upshur counties after allegedly falsifying his vehicle title, putting him in violation of his sex offender registry.
Dustin Tyler Moore, 36, is charged with one count of false evidences, forgery, etc. of title and registration, a felony. He is currently being held at the Tygart Valley Regional Jail on a $1,000 cash-only bond.
According to the criminal complaint filed by Trooper A.C. Jordan with the West Virginia State Police, on May 28, Jordan was dispatched by Randolph County 911 to a breaking and entering call at a residence on Brookes Run Road in Ellamore.
Upon arrival, Jordan identified Moore’s vehicle, which bore no registration, the complaint states. Jordan then made contact with Moore, who allegedly advised that he owned the vehicle and that he was a registered sex offender in Upshur County. Moore reportedly stated that he had a copy of the title for the vehicle in his possession. Jordan then obtained a digital photograph of the title.
The title reportedly was endorsed by Moore, acknowledging his purchase of the vehicle, the complaint states. The date of the signature allegedly appeared to be June 20, 2024 with ink, but then it was written over with a sharpie marker to now show June 28, 2025.
Jordan reviewed Moore’s sex offender registry and saw that Moore had reportedly added the vehicle to his registry on August 1, 2024, the complaint states. Jordan wrote that Moore notified West Virginia State Police of the vehicle 29 business days after the purchase of the vehicle. Due to being a registered sex offender for life, Moore is required to notify West Virginia State Police of any purchase of a vehicle within 10 business days of purchasing said vehicle.
“(Moore) changed the date on the title to conceal the date of purchase because he failed to notify the West Virginia State Police of the purchase of the vehicle,” Jordan wrote in the complaint.
Moore is also facing a charge in Upshur County for failure to register first offense, a felony. For this offense, Moore is being held at the Tygart Valley Regional Jail on a $10,000 surety/cash bond.
