Upshur man charged with strangulation

BUCKHANNON — An Upshur County man faces a felony charge after allegedly strangling a woman.

Blaine Tabor Browning, 39, is charged with one count of strangulation, a felony. He is currently being held at the Tygart Valley Regional Jail on a $15,000 cash-only bond.

According to the criminal complaint filed by Patrolman Dylan Ray Major with the Buckhannon City Police Department, on June 10, Major responded to a reported domestic at Zickefoose Trailer Park in Buckhannon.

Upon arrival, Major was met by a woman who was “crying hysterically,” the complaint states. The woman was identified as the alleged victim. When asked by Major as to what happened, she stated that Browning had come through the back fence and yelled at her to come out of the trailer park. Browning allegedly advised her that she owed him money “for something.” The alleged victim said she then put on her shoes to speak with Browning.

The alleged victim reportedly stated that, while speaking to him, Browning started yelling at her and saying she was “out with someone,” the complaint states. The alleged victim then yelled at Browning, saying she “was not out of the park, nor was she a liar.” As the alleged victim walked away, Browning allegedly came up behind her and knocked her to the ground. Browning then allegedly choked her “for roughly five seconds” before a neighbor called 911.

Major writes in his complaint that he observed bruising and red marks on both sides of the alleged victim’s neck. Major notes that the alleged victim and Browning had been in an “intimate relationship” for several months and that the incident was witnessed by multiple neighbors who gave statements to the police.
