ELKINS — The case against a Kentucky man accused of a fraudulent check scheme to steal more than $4,000 from a West Virginia resident has been dismissed. According to Magistrate Court records, the case against Preston H. Biggs, 30, of Bowling Green, Kentucky, was dismissed after a preliminary hearing in Randolph County Magistrate Court.
